Until November 30, 2022, Medical Records covered the editorial and production costs of all submitted manuscripts from its own resources. However, as of November 30, 2022, due to the increasing number of submissions and rising publication costs, an Article Processing Charge (APC) will be requested from submitting authors.

The APC is intended to cover the expenses of manuscript editing, typesetting, language revision, and journal management. It is requested only after the manuscript has been checked for relevance to the journal’s scope, and it is independent of the acceptance or rejection decision.

Editorial and production services are provided by Argist Publishing.

As of September 1, 2025, the Article Processing Charge (APC) has been updated as follows:
• For manuscripts submitted from Turkey: 10,000 TL (Turkish Liras)
• For manuscripts submitted from outside Turkey: 250 USD (US Dollars)

This fee must be paid in advance before providing editorial and production services. The APC is non-refundable in the case of manuscript withdrawal by the authors or rejection at any stage, for any reason.

These charges are entirely independent of the scientific evaluation process. Editors and reviewers voluntarily contribute to the evaluation of manuscripts, and APC payments or waiver status have no influence on editorial decisions. The Editor-in-Chief may also reject articles without sending them for peer review. Medical Records has no legal or financial liability related to APCs.

All submissions are evaluated by the Editorial Board and external reviewers strictly on the basis of scientific quality and ethical standards. APC payments do not affect the outcome of the review or the publication priority of the article.

Use of Article Processing Charges: APCs are used exclusively to ensure the sustainability of the publication process. These funds cover professional secretarial and correspondence services, typesetting, design, layout, and English language support when needed. In addition, APCs may be allocated to digital archiving and indexing services to increase the national and international visibility of the journal. For each APC payment, an official invoice is issued in the name of the author(s), and all applicable taxes are duly paid in accordance with legal regulations.

Submission Eligibility and Application Fee
(Please read the following information carefully before making any payment.)

After your manuscript submission is completed, it will undergo a preliminary check for compliance with the journal’s submission guidelines and minimum content requirements.
• If the manuscript is suitable: You will be notified via e-mail and directed to pay the application fee (APC).
• If the manuscript is unsuitable: You will receive a rejection notice by e-mail, and no fee will be requested.

The application fee is independent of the acceptance or rejection decision. The APC is charged to ensure that your manuscript proceeds to the assessment process.
Payment of the APC does not imply that the manuscript will be accepted, nor does it increase the likelihood of acceptance. Accepted manuscripts are published in accordance with their submission and acceptance dates.

This policy is fully aligned with international ethical publishing standards. In accordance with these standards, no fees are charged based on acceptance. By applying this policy, the journal ensures that it does not fall into the category of “pay-to-publish” journals, but instead operates transparently and responsibly.

Author Information on Predatory/Dubious Journals
For the awareness of our authors, below are the criteria defined by the Turkish Higher Education Council (YÖK) and international sources regarding predatory or dubious journals.

Question 45: Which journals cannot be used in the Associate Professorship Application Requirements (Declaration)?

Answer: In its session dated December 30, 2021 (No. 2021.18), the Turkish Higher Education General Assembly adopted Decision No. 2021.18.643 regarding Predatory/Dubious Journals, as follows.
• Journals not considered predatory/dubious:
 Journals ranked Q1, Q2, or Q3 in Web of Science (whether or not they charge fees during editorial and/or publication processes),
 Journals ranked Q4 in Web of Science that do not charge fees during the editorial (editorial processing charge) and/or publication process (article processing charge),
 Journals ranked Q4 in Web of Science that charge fees during editorial and/or publication processes, but which are the official publication of a professional association, university, institute, or scientific organization in the relevant field, established and published prior to 2010, and operating on a subscription basis at national/international level.
• Predatory/Dubious journals: Q4 journals that do not meet the above criteria.

Articles published in predatory/dubious journals, as defined in the above-mentioned decision of the Higher Education General Assembly dated 30.12.2021, may be included in the curriculum vitae and the list of works regardless of the date of publication, but cannot be used in the declaration.
