DEVLETİ SİVİL TOPLUMCULARDAN KURTARARAK GERİ GETİRMEK: Devlet-Kurumsalcı Bir Deneme

Öz

Toplumsal gruplardan bağımsız ve hatta onları tahakküm altına alan güçlü bir devlet tahayyülü üzerinden yapılan siyasi analizler Türk akademik yazınında oldukça yaygındır. Devleti küçültmeyi ve güçsüzleştirmeyi hedefleyen noliberal reformları meşrulaştırmak amacıyla da kullanılan ve sivil toplumu yüceltmesi nedeniyle sivil toplumcu olarak adlandırılabiliecek bu yaklaşım, devleti merkeze alan farklı bir sosyo-politik analiz yapılmasını engellemektedir. Sivil toplumcu yaklaşıma yerine ileri sürülen sınıf çatışması temelindeki analiz ise devleti sermayenin taleplerini yerine getiren bir araç olarak ele almaktadır. Bu çalışmada, her iki yaklaşımda eleştirilerek devletin toplumsal talepleri şekillendirme ve bu taleplerden özerk hareket etme koşulları incelenmektedir. Bu bağlamda, devlet- kurumsalcı bir analizin Türkiye’deki noliberal reformlara kuramsal ve pratik anlamda karşı çıkmaya sağlayabileceği katkı tartışılmaktadır.
