AR-GE HARCAMALARI İLE İHRACAT ARASINDAKİ NEDENSELLİK İLİŞKİLERİ: TÜRKiYE ÖRNEĞİNDE PANEL NEDENSELLİK TESTİ KANITLARI

Öz

İktisat literatüründe Ar-Ge harcamalarının ihracat üzerinde etkili olup olmadığı uzun zamandır araştırılmaktadır. Fakat güncel çalışmalar Ar-Ge harcamaları ile ihracat arasındaki nedensellik ilişkisinin iki yönlü olabileceğini iddia etmektedir. Bu çalışmada, 1996-2008 dönemini ve 25 alt sektörü kapsayan panel veri seti kullanılarak, Ar-Ge harcamaları ile ihracat arasındaki nedensellik ilişkileri araştırılmıştır. GMM-sistem tahmini ve Wald testine dayanan nedensellik analizleri sonucunda elde edilen bulgulara göre, Ar-Ge harcamalarından ihracata doğru tek yönlü nedensellik ilişkisi mevcuttur. Bu bulgu Ar-Ge politikalarının ihracatı artırmada önemli bir araç olabileceği anlamına gelmektedir. Fakat ihracat Ar-Ge harcamalarına neden olmamaktadır
