EGEMENLİĞİN SÖYLEMSEL İNŞASI: TİŞRİN HAREKETİ'NDEN BÖLGESEL MÜDAHALE KRİZİNE IRAK SİYASAL KİMLİĞİNİN DÖNÜŞÜMÜ (2019-2026)

Öz

Ekim 2019’da Bağdat’ın Tahrir Meydanı’nda ve Basra’nın Saadi Caddesi’nde yükselen Tişrin Hareketi’nin söylemsel mirası, 2026’nın bölgesel kriziyle birlikte yeni bir biçim kazanmıştır. Hareketin başlangıçtaki anti-İran vurgusu, ABD-İsrail eksenli müdahalelerin Irak sahasını araçsallaştırması karşısında egemenlik merkezli bir söyleme dönüşmüştür. Bu çalışma, söz konusu dönüşümü inşacı uluslararası ilişkiler kuramı çerçevesinde okuyarak yaygın akademik teşhise temelli bir itiraz getirmektedir: Tişrin’in mirası fiilen sönmemiş, dönüştürülmüştür. Hareketin etkisinin azalmasını yalnızca İran baskısına ya da iç paramiliter şiddete indirgeyen okumalar, asıl kırılmayı gözden kaçırmaktadır. 3 Ocak 2020’de Kasım Süleymani ile Ebu Mehdi el-Mühendis’in Bağdat Havalimanı’nda suikaste uğraması ve 28 Şubat 2026’da Ayetullah Hamaney’in hayatını kaybetmesiyle sonuçlanan ortak operasyon, Iraklı kamuoyunda tehdit algısının yönünü içsel yozlaşmadan dışsal müdahale rejimine kaydırmıştır. Aynı sembolik kategorinin dış müdahaleye karşı toprak savunusu içeriğiyle yeniden doldurulması, kolektif kimliğin söylemsel hiyerarşisini yeniden hizalamasını ifade etmektedir. Buradan doğan paradoksal sonuç, İran’ın Irak’taki bölgesel pozisyonunun kendi eliyle değil, Washington ile Tel Aviv’in saha pratikleri aracılığıyla derinleşmiş olmasıdır. Çalışma, Tişrin’i bir başarısızlık vakası olarak değil, henüz tamamlanmamış bir inşa sürecinin başlangıç anı olarak değerlendirmektedir.

THE DISCURSIVE CONSTRUCTION OF SOVEREIGNTY: THE TRANSFORMATION OF IRAQI POLITICAL IDENTITY FROM THE TISHREEN MOVEMENT TO THE REGIONAL INTERVENTION CRISIS (2019-2026)

Öz

The discursive legacy of the Tishreen Movement, which emerged in October 2019 in Baghdad’s Tahrir Square and Basra’s Saadi Street, has acquired a new form against the backdrop of the 2026 regional crisis. The movement’s initial anti-Iranian emphasis has been transformed into a sovereignty-centered discourse in response to US-Israel interventions that instrumentalize Iraqi territory. This study reads that transformation through constructivist international relations theory and contests the prevailing academic diagnosis: Tishreen’s legacy has not extinguished but has been transformed. Readings that reduce the movement’s decline solely to Iranian pressure or internal paramilitary violence overlook the principal rupture. The drone strike of 3 January 2020 that killed Qasem Soleimani and Abu Mahdi al-Muhandis, together with the joint operation of 28 February 2026 that resulted in the death of Ayatollah Khamenei, has shifted threat perception in Iraqi public opinion from internal corruption toward an external regime of intervention. The refilling of the same symbolic category with territorial defense against external intervention illustrates how collective identity realigns its discursive hierarchy. The paradoxical implication is that Iran’s regional position in Iraq has deepened not through Tehran’s agency but through the field practices of Washington and Tel Aviv. The study reads Tishreen not as a failure but as the opening moment of an unfinished construction process.
