BİLİM DİPLOMASİSİ BAĞLAMINDA ORTAK ARAŞTIRMA İSTASYONLARININ TÜRKİYE’NİN ANTARKTİKA VİZYONUNA KATKISI

Öz

21. yüzyılın olgusu olarak bilim diplomasisi önemini gittikçe artırmaktadır. Uluslararası sistemdeki aktörler bilim diplomasisine daha fazla önem vermekte ve kurumsal olarak yeni oluşumlar meydana getirmektedir. Türkiye ekonomik, bilimsel ve teknolojik gelişmesine ve artan küresel etkisine bağlı olarak diplomasi içinde bilim diplomasisine de artan düzeyde yer vermektedir. Son yıllarda Antarktika’ya olan ilgisini artıran Türkiye açısından bilim diplomasisinin daha büyük önemi bulunmaktadır. Çalışmada bilim diplomasisi, Antarktika özelinde irdelenerek, tarihi süreçte Antarktika’da bilim diplomasisi kapsamındaki çalışmalar ve bu kapsamda ortak araştırma istasyonlarının durumu analiz edilmiştir. Bu çalışmanın amacı, Türkiye’nin Antarktika açılımı ile paralel bir süreçte gelişen ve çeşitli alanlarda olduğu gibi bilimsel alanda da iş birliğini artıran Türk Devletleri Teşkilatı çatısı altında ortak araştırma istasyonu kurulmasının bilim diplomasisi kapsamında Türkiye ve Teşkilat üyelerine muhtemel katkılarını ortaya koymaktır. Nitel araştırma ve analiz yöntemiyle yürütülen çalışmada Türkiye’nin çok uluslu ortak bir araştırma istasyonunu hayata geçirmekle bilim diplomasisi kapsamında ilişkilerini güçlendireceği ve Antarktika vizyonuna olumlu katkı sağlayacağı sonucuna ulaşılmıştır.

CONTRIBUTION OF JOINT RESEARCH STATIONS TO TÜRKİYE’S ANTARCTIC VISION IN THE CONTEXT OF SCIENCE DIPLOMACY

Öz

As a phenomenon of the 21st century, the importance of science diplomacy is increasing. Actors in the international system give more importance to science diplomacy and create new institutions. Due to its economic, scientific, and technological developments and increasing global influence, Türkiye gives more place to science diplomacy within diplomacy. Science diplomacy continues to have greater importance for Türkiye, which has increased its interest in Antarctica in recent years. In this study, the studies within the scope of science diplomacy in Antarctica and the situation of joint research stations in this context in the historical process were analyzed by examining science diplomacy in Antarctica. The aim of this study is to reveal the possible contributions of the establishment of a joint research station under the umbrella of the Organization of Turkic States, which developed in parallel with Türkiye's Antarctic expansion and increased cooperation in the scientific field as well as in various fields, to Türkiye and the members of the Organization within the scope of science diplomacy. In the study conducted with the qualitative research and analysis method, it was concluded that with the creation of a multinational joint research station, Türkiye will strengthen its relations within the scope of science diplomacy and contribute positively to the Antarctic vision.
