İhyadan Müsadereye: Merzifonlu Kara Mustafa Paşa’nın Celveti Tekkeleri İçin Kurduğu Para Vakfının Yükselişi ve Çöküşü
Öz
Bu çalışma, XVII. yüzyıl Osmanlı dünyasında devlet ricalinin tekke finansmanındaki rolünü, Sadrazam Merzifonlu Kara Mustafa Paşa’nın 1680 (H. 1091) tarihinde Celvetiyye tarikatına bağlı tekkeler için tesis ettiği para vakfı (nukûd vakfı) üzerinden incelemektedir. Vakıflar Genel Müdürlüğü Arşivi’nde (VGMA) muhafaza edilen vakfiye temel alınarak vakfın hukuki, idari ve finansal yapısı analiz edilmiş, devlet adamı patronajının tarikat ağlarının kurumsal sürekliliğine nasıl eklemlendiği ortaya konulmuştur. Araştırma sonucunda Paşa’nın, Celvetiyye’nin iki ana merkezi olan Aziz Mahmud Hüdâyî Âsitânesi ile Selâmî Ali Efendi Tekkesi’nin iaşe ve taâmiye giderleri için 36.500 esedî kuruşluk yüksek hacimli bir nakdî sermaye vakfettiği tespit edilmiştir. Sermayenin ekonomik dalgalanmalara karşı “onu on bir” hesabı üzerinden ve katı teminat hükümleri (rehn-i kavî ve kefîl-i melî) çerçevesinde işletilmesi şart koşulmuş ayrıca vakıf yapısına kurucu aile lehine işleyen bir zürrî güvence mekanizması da eklemlenmiştir.
Bununla birlikte bu vakfın, II. Viyana Bozgunu (1683) sonrasında Merzifonlu Kara Mustafa Paşa’nın idamı ve vakfın 38.854 kuruşa ulaşan bakiye sermayesinin müsadere edilmesi sonucunda yalnızca üç yıl içinde tasfiye edildiği anlaşılmaktadır. Bu bulgu, askerî ve idarî zümrenin tekkelere sunduğu yüksek kapasiteli vakıf patronajının; siyasî, sosyal, iktisadî ve hatta doğal afetlere bağlı kriz dönemlerinde vakıf gelirlerinin kesintiye uğramasıyla birlikte ne derece kırılgan bir zemine oturabildiğini göstermektedir. Çalışma, Osmanlı tekke tarihinin vakıf patronajı, siyasî, sosyal, askeri ve doğal afetlere bağlı krizler ile oluşan finansal kırılganlık eksenlerinde birlikte değerlendirilmesi gerektiğini ortaya koymaktadır.

From Revival to Confiscation: The Rise and Fall of the Cash Waqf Established by Merzifonlu Kara Mustafa Pasha for the Celveti Tekkes
Öz
This study examines the role of high-ranking state officials in the financing of dervish lodges (tekkes) in the seventeenth-century Ottoman world, specifically through the cash endowment (nukūd waqf) established by Grand Vizier Merzifonlu Kara Mustafa Pasha in 1680 (1091 AH) for the lodges of the Celvetiyye order. Drawing on the endowment deed (waqfiyya) preserved in the Archives of the General Directorate of Foundations (VGMA), the study analyzes the legal, administrative, and financial structure of the endowment, revealing how statesman patronage was integrated into the institutional continuity of Sufi networks. The research identifies that the Pasha endowed a high-volume cash capital of 36,500 esedī kuruş to cover the subsistence and food allocations of the two principal centers of the Celvetiyye: the Aziz Mahmud Hüdāyī Āsitāne and the Selāmī Ali Efendi Tekke. The endowment stipulated that the capital be managed under the “ten-to-eleven” murabaha ratio and within the framework of strict collateral provisions (rehn-i kavī and kefīl-i melī) to safeguard against economic fluctuations, while also incorporating a family (zürrī) security mechanism for the founder’s descendants.
However, the study finds that this endowment was liquidated after only three years due to the execution of Merzifonlu Kara Mustafa Pasha following the Defeat at the Second Siege of Vienna (1683) and the subsequent confiscation (müsādere) of the remaining capital, which had reached 38,854 kuruş. This finding demonstrates the extent to which the high-capacity waqf patronage provided by the military and administrative elite rested on a fragile foundation, as endowment revenues could be severely disrupted during periods of political, military, and economic crises. Ultimately, the study argues that Ottoman lodge history should be evaluated through the interconnected lenses of waqf patronage, crisis dynamics, and the resulting financial vulnerabilities.

The 1680 (1091 AH) endowment deed (waqfiyya) recorded in register number 641 of the Archives of the General Directorate of Foundations (VGMA), which forms the basis of the article, and the related archival documents have been analyzed by the author. No financial or personal conflict of interest with any person, institution, or organization has occurred during the research process or the preparation of the manuscript. The study was carried out entirely with the author's own resources, and no external funding or financial support was received. As this research is a documentation study conducted through publicly available historical archival records and literature data, there is no procedure requiring ethics committee approval.
