İNSANİ GELİŞMİŞLİK KAVRAMI VE POLONYA İLE TÜRKİYE’NİN İNSANİ GELİŞMİŞLİK KARŞILAŞTIRMASI

Öz

İnsani Gelişmişlik Endeksi (İGE), ülkelerin kalkınma değerlendirmesinde sadece ekonominin büyümesinin değil, ülke insanlarının ve onların yetkinliklerinin esas kriter olması amacıyla oluşturulmuştur. Ülkelerin insani gelişmişlik kıyaslamasının yapabilmesi amacıyla Birleşmiş Milletler tarafından oluşturulan İGE’nde veriler “0” ile “1” arasında bir sayı olarak gösterilmiştir. 1 seviyesi mümkün olan en yüksek gelişmişlik düzeyidir.
İGE ile Türkiye ve Polonya’nın insani gelişmişliği, Polonya’nın AB’ne üye olduğu 2004 yılından başlayarak 2021 yılına kadar olan dönem için incelenmiştir. Buradaki amaç, AB üyeliğinden sonra Polonya’nın insani gelişmişliğinin ve aynı dönemde Türkiye’nin insani gelişmişliğinin nasıl bir seyir izlediğini görebilmektir.
Yıllara göre endeks sonuçları incelendiğinde, Polonya’nın 2004-2021 yılları arasında insani gelişmişlik düzeyini artırarak dünya sıralamasında 37ncilikten 34üncülüğe çıktığı görülmektedir. Türkiye ise, aynı dönemde, çok büyük bir sıçrama göstererek, 88nci sıradan 48nci sıraya yükselmiştir. Bu performansıyla Türkiye, dünyada insani gelişmişliğini en hızlı artıran ülkelerden bir olmuştur.

Human development comparison of Poland and Turkiye

Öz

The HDI was created to emphasize that people and their capabilities should be the ultimate criteria for assessing the development of a country, not economic growth alone. In the HDI, created by the United Nations, in order to make comparisons of countries' human development, the data in the index are shown as a number between "0" and "1" where 1 is the highest possible level of development.
With the HDI, the human development levels of Turkiye and Poland were examined for the period from 2004, when Poland became a member of the EU, until 2021. The aim here is to see change in the human development level of Poland after EU membership and Turkiye's human development for the same period.
When the results of the index are analyzed for the given period, it is seen that Poland increased its human development level between the years 2004-2021 from 37th to 34th in the world ranking. Turkiye, on the other hand, showed a great leap forward from 88th place to 48th place in the same period. With this performance, Turkiye has become one of the countries that increased its human development the fastest in the world.
