Domestic balances played an important role in the process of the Iraqi Kurdish Regional Government’s KRG referendum on independence. Although the parties were not basically against independence, they took a stand against the ruling party and Masoud Barzani. After the referendum with a high participation quote, the region began to drift towards a new crises. In response to the attitude of Turkey, Iran and Iraq, the KRG was weakened and the Baghdad administration has gained serious strength, especially with the Kirkuk operation. In this article, the internal balances of the KRG, Erbil-Baghdad relations in the process leading to the referendum, and the attitudes of the international actors including Turkey and Iran towards the referendum were discussed
