This research deals with Russian Wagner Group in terms of establishment, leadership cadre, internal relations, the command and control structure, the group’s influence circles and its legal dimension. The study analyzes Wagner’s activities, especially in Libya and Syria. Also, it focuses on and the reasons and methods of Russian foreign policy reliance on a private military company that emerged as a fighting force for Russia’s interest in Ukraine in 2014. Wagner became a company manages its activities in eight different countries headed by Libya and Syria. Since 2019, it has turned into an effective and important part of the war in Libya, after joining the military operation led by Haftar forces over Tripoli. The National Accord Government’s success in the land led to engaging Wagner on line, which caused a change in the balance on the ground
