بعد هيمنة التوتر على العلاقات المصرية التركية خلال السنوات الماضية، ثمة تحوّل إيجابي أخذ في التشكل. تحلّل هذه الورقة تطورات العلاقة من وجهة نظر مصر، وفي سياق أولويات السياسة الخارجية المصرية منذ 2014 : مناهضة الإسلام السياسي، التصدّي لمساعي تغيير الوضع الإقليمي الراهن، واستعادة مكانة مصر الإقليمية. وتجادل الورقة بأن هذه الأولويات تصطدم مع الصعود التركي، وهذا يجعل التنافس الجيوسياسي بين البلدين أمرًا لا مفرّ منه. وبينما يحقّق تطبيع العلاقات مكاسب مشتركة، فإن مصر لن تتخلى عن التزاماتها تجاه حلفائها المناهضين لتركيا، والأرجح هو بناء علاقة عمل براغماتية تخدم مصالح تكتيكية، ولا تسعى إلى بناء شراكة إستراتيجية، أو اقتسام النفوذ الإقليمي.

Determinants of Egypt's Vision towards Normalization with Turkey

Öz

A positive shift in the Egyptian-Turkish relations is taking shape following years of tension. This paper analyzes the development of relations from Egypt’s perspective in the context of the priorities of the Egyptian foreign policy since 2014 which is confronting Political Islam, facing the efforts aiming at changing the status quo in the region and restoring Egypt’s regional position. The paper argues that these priorities go against Turkey’s ascendancy, something that makes geopolitical competition between the two countries inevitable. normalization of relations between the two countries guarantees them common gains. However, Egypt will not give up its commitments towards its anti-Turkey allies.
