Yerlileşmeden İhracat Rekabetçiliğine: Türk Savunma Sanayiinde Patent Temelli Teknolojik Sahiplik, 2006–2025

Öz

Bu çalışma, Türkiye savunma sanayiinde teknolojik sahiplik ile ihracat performansı arasındaki ilişkiyi 2016-2025 dönemi üzerinden incelemektedir. Çalışmanın temel iddiası, savunma sanayiinde yerlileşmenin yalnızca ithal ikamesi, tedarik güvenliği veya stratejik özerklik meselesi olmadığı; aynı zamanda ihracat rekabetçiliği, net döviz girdisi ve teknoloji yoğun sanayi kapasitesi üreten yapısal bir dönüşüm süreci olduğudur. Çalışmada Türkiye İhracatçılar Meclisi sektör ihracat verileri ile TÜRKPATENT Patent Araştırması uygulamasından derlenen patent ve faydalı model verileri birlikte kullanılmaktadır. Bulgular, savunma ve havacılık sanayii ihracatının 2016-2020 döneminde 10,47 milyar ABD doları iken 2021-2025 döneminde 29,92 milyar ABD dolarına yükseldiğini göstermektedir. Aynı dönemde yerli patent ve faydalı model başvuru payı %68,1’den %91,5’e çıkmış; yabancı başvuru sayısı 518’den 139’a gerilemiştir. İlk beş başvuru sahibinin yapısı da dönüşümün yönünü ortaya koymaktadır: 2016-2020 döneminde listede bir yabancı firma yer alırken, 2021-2025 döneminde ilk beş başvuru sahibinin tamamı yerli ana yüklenicilerden oluşmuştur. Teknoloji alanları bulguları, elektronik, radar, RF, optik, elektro-optik, mühimmat, füze, İHA, uzay, komuta-kontrol, yazılım ve simülasyon gibi karmaşık alanlarda yerli sahipliğin güçlendiğini göstermektedir. Çalışma, savunma sanayiinde teknolojik sahipliğin yalnızca güvenlik kapasitesi üretmediğini; aynı zamanda ihracat performansını destekleyen stratejik bir ekonomik kapasiteye dönüştüğünü ortaya koymaktadır. Bu bulgular, savunma sanayiinde teknoloji temelli rekabetçilik yaklaşımına ampirik bir katkı sunmaktadır.

From Indigenization to Export Competitiveness: Patent-Based Technological Ownership in the Turkish Defence Industry, 2006–2025

Öz

This study examines the relationship between technological ownership and export performance in the Turkish defense industry for the 2016-2025 period. The main argument is that indigenization in the defense industry is not only a matter of import substitution, supply security or strategic autonomy, but also a structural transformation process that generates export competitiveness, net foreign exchange earnings and technology-intensive industrial capacity. The study combines sectoral export data from the Turkish Exporters Assembly with patent and utility model data compiled from the TÜRKPATENT Patent Search system. The findings show that defense and aerospace exports increased from USD 10.47 billion in 2016-2020 to USD 29.92 billion in 2021-2025. During the same period, the domestic share of patent and utility model applications increased from 68.1% to 91.5%, while foreign applications decreased from 518 to 139. The structure of the leading applicants also reveals the direction of the transformation: while one foreign firm was among the top five applicants in 2016-2020, all top five applicants in 2021-2025 were domestic prime contractors. Technology-field findings indicate that domestic ownership strengthened in complex fields such as electronics, radar, RF systems, optics, electro-optics, ammunition, missiles, UAVs, space systems, command-control, software and simulation. The study shows that technological ownership in the defense industry does not only generate security capability; it also turns into a strategic economic capacity that supports export performance.
