Türk Devletleri Teşkilatı’nın Uluslararası Güvenlikte Yükselen Rolü

Öz

Bu çalışma, TDT’nin 2009–2023 dönemi çerçevesinde uluslararası güvenlik alanındaki dönüşümünü analiz etmektedir. Nahçıvan Anlaşması ile kurumsal temelleri atılan ve 2021’de Türk Konseyi’nden TDT’ye evrilen teşkilatın, artan güvenlik iş birlikleri, kurumsallaşma çabaları ve ortak tehdit algısı üzerinden stratejik bir aktöre dönüşme süreci ele alınmıştır. Araştırmada, TDT’nin bölgesel güvenlik dinamiklerini anlamak için Bölgesel Güvenlik Kompleksi Kuramı ana çerçeve olarak kullanılmıştır. Teşkilatın normatif bağlar, ortak kimlik ve güven temelli iş birliği özelliklerini açıklamak amacıyla Güvenlik Topluluğu Kuramı tamamlayıcı bir perspektif sağlamıştır. Doküman incelemesi yöntemi ile 2009–2023 yılları arasındaki zirve bildirileri, lider söylemleri ve resmi belgeler nitel içerik analizi kapsamında değerlendirilmiştir. Bulgular, TDT’nin bölgesel tehdit algısı temelinde kolektif güvenlik anlayışını benimsediğini, kurumsallaşma süreçlerinin güvenlik alanına doğru genişlediğini ve ortak kimlik vurgusuyla normatif bir güvenlik topluluğu oluşturma yönünde ilerlediğini göstermektedir. Bu çerçevede, TDT’nin mevcut yapısal sınırlılıklarına rağmen uzun vadede bölgesel bir güvenlik aktörüne dönüşme potansiyeli, Türkiye’nin stratejik çıkarları açısından kritik bir öneme sahiptir.

The Rising Role of Organization of Turkic States in International Security

Öz

This study analyzes the transformation of the OTS in the field of international security during the 2009–2023 period. The organization, whose institutional foundations were established with the Nakhchivan Agreement and which evolved from the Turkic Council to the OTS in 2021, is examined in terms of its progression into a strategic actor through enhanced security cooperation, institutionalization efforts, and a shared threat perception. The study employs Regional Security Complex Theory as the primary framework to understand the OTS’s regional security dynamics. Security Community Theory provides a complementary perspective to explain the organization’s normative bonds, collective identity, and trust-based cooperation. Using a document analysis method, summit declarations, leadership statements, and official documents from 2009 to 2023 were evaluated through qualitative content analysis. The findings indicate that the OTS has adopted a collective security approach based on regional threat perceptions, expanded its institutional processes toward the security domain, and advanced toward establishing a normative security community emphasizing shared identity. Accordingly, despite its existing structural limitations, the OTS demonstrates long-term potential to evolve into a regional security actor, which is of critical significance for Türkiye’s strategic interests.
