In recent years, scholarly debates concerning democratic legitimacy and voter competence have gained considerable momentum within political philosophy and social sciences. Central to these discussions is whether democracy operates merely as a procedural decision-making mechanism or embodies intrinsic moral value. Empirical findings on voters’ insufficient knowledge of political issues, irrational tendencies, and systematic cognitive biases have intensified skepticism toward democratic efficacy. These concerns are heightened by the global rise of populism and deepening political polarization. Jason Brennan’s Against Democracy offers a radical intervention by challenging the assumption that democratic participation is an inherent right. Brennan contends that decisions by uninformed citizens undermine legitimacy and subjects traditional defenses—emphasizing character formation or symbolic worth—to rigorous critique. The work advances the “right to competent governance” addressing a critical gap in the literature through an epistocratic model that protects individuals from incompetent authority. Departing from normative ritualistic views, it evaluates democracy instrumentally by outcomes. Brennan further proposes concrete epistocratic reforms to minimize harms from voter ignorance. With its provocative challenge to democratic orthodoxies, the book enriches theoretical and practical discourse in contemporary political philosophy.

Öz

Son yıllarda demokratik meşruiyet ve seçmen yetkinliği üzerine yürütülen tartışmalar önemli ölçüde artmıştır. Çağdaş sosyal bilim literatüründe demokrasinin yalnızca bir karar alma mekanizması mı olduğu, yoksa içsel bir ahlaki değere mi sahip olduğu sorusu merkezi bir tartışma alanı haline gelmiştir. Özellikle seçmenlerin siyasi konular hakkındaki bilgisizliği, rasyonel olmayan tutumları ve sistematik önyargıları, demokratik sistemin işleyişine yönelik şüphelerin odağında yer almaktadır. Bu konu, özellikle küresel çapta yükselen popülizm ve siyasal kutuplaşma gibi güncel gelişmelerle birlikte akademik ilginin odağına yerleşmiştir. Bu bağlamda, Jason Brennan’ın Against Democracy başlıklı çalışması, mevcut tartışmalara radikal bir katkı sunmaktadır. Brennan, kitabında demokratik katılımın bir hak olduğu yönündeki genel kanıyı sarsarak, yetersiz veya cahil seçmenler tarafından verilen kararların "meşru" sayılamayacağını savunur.
