Responsibility of Public Institutions in Building “Trust” For Social Solidarity

Abstract

As a key to building the future solidly and correctly social solidarity means that society is to unite and act together with its institutions and organizations in common values. The key concept of social solidarity which is “trust” is that the individual acts in line with his promises and acts honestly when communicating with the other persons.

There are different classifications in the social equivalent of the concept of “trust” which directly feeds social solidarity and helps carry social cohesion to the future. Today, the problem of social trust is seen as one of the main causes of the disruptions in the realization of justice which is the goal of law and the functioning of the public administration responsible for public services. In practice, it is often argued that the reason behind many factors such as violations and disruptions in the field of funda-mental rights and freedoms, failure to fulfill the requirements of the rule of law, and failure to perform an effective and efficient functioning in public administration is the main problem of trust.

In this study, It is examined in responsibilities of public institutions for ensuring “trust” in achieving social solidarity. Various evaluations and solution proposals will be presented about these institutions, which directly determine the trust in the state in the political system that in what situations they can build trust and lead to the deterioration of social trust
