THE WORSHIP AND PROPERTY RIGHTS OF THE GREEK NATION IN THE OTTOMAN PERIOD: AN EXAMINATION OF THE GREEK ATIK BERAT AND AHKAM BOOK (1832-1837)

Abstract

The Ottoman Empire, which successfully governed diverse ethnic and religious groups for centuries through the millet system, exerted significant effort to maintain social balance. The Greek Orthodox (Rum) community, which held a privileged position within this system, long played an influential role in Ottoman bureaucracy and economic life. However, the Greek uprising of the nineteenth century led the state to adopt certain measures against those who revolted. Appropriate sanctions were imposed on individuals who directly participated in, or supported, the rebellion. Conversely, members of the Greek millet who had no connection with the revolt continued their lives as Ottoman subjects in the subsequent period.This study examines the rights of worship and property enjoyed by the Greek millet under Ottoman rule, as well as the state’s stance toward these rights, in light of the entries recorded in the Rum Atik Berat ve Ahkâm Defteri dated 1832–1837 (CE). The fact that this register was compiled in the years following the uprising makes it particularly significant, as it allows for an assessment of whether the state’s approach toward non-rebellious members of the Greek community shifted compared to earlier periods.Furthermore, the documents provide valuable insight into the bureaucratic functioning of the era. They illustrate how a minority group communicated its petitions and complaints to the imperial center, and through which administrative channels the state addressed them.
