TÜRKİYE'DEKİ HÜKÜMET SİSTEMİ TARTIŞMALARINA SİYASİ KÜLTÜR VE DEMOKRASİ EKSENLİ BİR YAKLAŞIM

The main purpose of the current study is to make a suggestion about the most suitable government system for Turkey from the perspectives such as functioning, stability and democratization. The analyses, made mainly from the above-mentioned perspectives, were carried out based on historical background in Turkey, Turkish political culture and general organizational features related to political parties in Turkey. The essential problem setting of this study is that the arguments about changing government system in Turkey have increased gradually in recent years. Depending on the main purpose and essential problem setting of this research, the following questions were tried to be answered: “What’s the meaning of government system concept?”, “What are primary features of democratic government systems?”, “How did historical flow change about government system with modernization process in Turkey?” and “What are major features which can be effective from the point of government system functioning in Turkish political culture and party system?”. The main results of the study basing on descriptive method are as follows: a) Presidential system includes some risks for our country from the perspectives of functionality and democratic development due to cultural features such as pluralism, polarization and weakness of conventionalism and organizational features being decisive in functioning of political parties in Turkish political context; b) With reference to the application in U.S.A. which is accepted as the best sample of presidential system, presidential system requires people having democratic awareness and an environment in which limited state institutionalization is high, c) Parliamentarism comes into prominence as the most powerful government system with regard to maintaining and developing democracy and Turkey can reach at optimal level of democracy by revising (rationalizing) its government system with reference to parliamentarism in which Turkey has experience for more than a century

Bu çalışmadaki temel amaç işleyiş, istikrar ve demokratikleşme gibi açılardan Türkiye için en uygun hükümet sistemi hususunda bir öneride bulunabilmektir. Bu doğrultudaki analizler esas olarak Türkiye’deki tarihsel arka plan, Türk siyasi kültürü ve siyasi partilere ait genel örgütsel özelliklerden hareketle gerçekleştirilmiştir. Çalışmanın başlıca problematiği olarak ise; Türkiye'de hükümet sisteminde değişiklik yapılması doğrultusundaki tartışmaların son yıllarda giderek yoğunlaşmasından bahsedilebilir. Temel amaç ve belirtilen problematik doğrultusunda cevabı aranan başlıca sorular; "Hükümet sistemi kavramının ne anlama geldiği?", "Demokratik hükümet sistemlerinin başlıca özelliklerinin neler olduğu?", “Türkiye’de modernleşme süreciyle birlikte hükümet sistemi hususundaki tarihsel akışın ne şekilde gerçekleştiği?” ve "Türk siyasal kültürü ve parti sisteminde hükümet sisteminin işleyişi açısından etkili olabilecek başlıca özelliklerin neler olduğu?" gibi hususlar olmuştur. Betimleyici metodun kullanıldığı çalışma neticesinde ulaşılan başlıca sonuçları ise; Türk siyasi hayatında etkili olan; uzlaşmacılığın zayıflığı, kutuplaşma, çoğunlukçuluk gibi kültürel özellikler ve siyasi partilerin işleyişinde belirleyici olan örgütsel özelliklerden dolayı başkanlık sisteminin işlevsellik ve demokratik gelişme gibi açılardan ülkemiz açısından riskler içerdiği, başkanlık sisteminin en başarılı örneği kabul edilen Amerika Birleşik Devletleri’ndeki uygulamadan hareketle bu sistemin demokratik bilince sahip kamuoyu ve sınırlı devlet kurumsallaşmasının yüksek olduğu bir ortamı gerektirdiği, demokrasiyi sürdürme ve geliştirme noktasında en güçlü hükümet sistemi olarak parlamentarizmin ön plana çıktığı ve Türkiye'nin bir asrı aşan birikime sahip olduğu parlamentarizmden hareketle hükümet sistemini revize ederek (rasyonelleştirerek) bu konuda en az eksiye ulaşabileceği şeklinde ifade etmek mümkündür
