Resilience in Urban Transportation: Threats, Opportunities, and Innovative Strategies

This study addresses the devastating impacts of natural disasters on urban transportation systems and examines strategies to enhance the resilience of these infrastructures. By emphasizing the adverse effects of natural disasters on social, economic, and environmental sustainability, the article considers the resilience of urban transportation infrastructure as a strategic priority. It highlights the vulnerabilities of transportation infrastructure, such as physical destruction, the disruption of transportation networks, and setbacks in post-disaster recovery processes. In this context, factors like climate change, rapid urbanization, and the complexity of infrastructure systems are identified as elements that increase the susceptibility of transportation systems. Additionally, the article discusses how disruptions in transportation systems caused by disasters can lead to cascading failures in critical processes, such as supply chains and emergency healthcare services. The concept of resilience is explored across multiple disciplines, ranging from engineering to ecology, psychology to urban studies, ultimately evolving into the notion of urban resilience. The study also focuses on methods for measuring resilience, including network theory, graph analyses, and traffic simulations, emphasizing the significance of integrating multimodal transportation networks to enhance resilience. Finally, the potential of technological solutions, such as Intelligent Transportation Systems (ITS) and Geographic Information Systems (GIS), to strengthen transportation infrastructure resilience is highlighted. These innovative technologies are presented as crucial for rapid disaster response, risk analysis, and infrastructure reinforcement. The article proposes a multidisciplinary approach that incorporates social, economic, and environmental dimensions for planning resilient transportation infrastructures.

Kentsel Ulaşımda Dirençlilik: Tehditler, Fırsatlar ve Yenilikçi Stratejiler

Öz

Bu çalışma, doğal afetlerin kentsel ulaşım sistemleri üzerindeki yıkıcı etkilerini ele almakta ve bu altyapıların dirençliliğini artırmaya yönelik stratejileri incelemektedir. Makalede, doğal afetlerin toplumsal, ekonomik ve çevresel sürdürülebilirlik üzerindeki olumsuz etkileri vurgulanarak kentsel ulaşım altyapısının dayanıklılığı stratejik bir öncelik olarak değerlendirilmiştir. Ulaşım altyapısının fiziksel yıkımlar, ulaşım ağlarının devre dışı kalması ve afet sonrası toparlanma süreçlerinin sekteye uğraması gibi birçok kırılganlığa sahip olduğu belirtilmiştir. Bu bağlamda, iklim değişikliği, hızla artan kentleşme ve altyapı sistemlerinin karmaşıklığı gibi etkenlerin, ulaşım sistemlerini daha savunmasız hale getirdiği ifade edilmiştir. Ayrıca, afetlerin ulaşım sistemlerinde yarattığı kesintilerin, lojistik zincirleri ve acil sağlık hizmetleri gibi kritik süreçlerde zincirleme aksaklıklara neden olabileceği tartışılmıştır. Makalede, dayanıklılık kavramı tarihsel olarak mühendislikten ekolojiye, psikolojiden kentsel çalışmalara kadar farklı disiplinlerde ele alınmış ve kentsel dayanıklılık kavramına evrildiği belirtilmiştir. Çalışmada ayrıca dayanıklılığın ölçülmesi için ağ teorisi, grafik analizleri, trafik simülasyonları gibi yöntemler üzerinde durulmuş ve dayanıklılığı artırmak için çok modlu ulaşım ağlarının entegrasyonunun önemine dikkat çekilmiştir. Son olarak, akıllı ulaşım sistemleri ve Coğrafi Bilgi Sistemleri (GIS) gibi teknolojik çözümlerle ulaşım altyapısının dayanıklılığını artırmanın mümkün olduğu vurgulanmıştır. Bu yenilikçi teknolojilerin afetlere yönelik hızlı müdahale, risk analizi ve altyapı güçlendirme çalışmalarında kritik bir rol oynadığı ifade edilmiştir. Makale, dayanıklı ulaşım altyapılarının planlanması için sosyal, ekonomik ve çevresel boyutları içeren çok disiplinli bir yaklaşımı önermektedir.
