COMPARISON OF THE EUROPEAN UNION AND TURKEY IN THE SCOPE OF ENVIRONMENTAL PERFORMANCE INDEX

Öz

Like other creatures, human beings have shaped their lives according to nature. Since this form of life is subject to nature, which is the source of life, it poses a threat neither on humanity nor on the world or nature. However, mankind has begun to abandon this form of life gradually in the 1800s, manipulated the relationship with nature for its own sake. As a result, we are faced with notions like global warming, desertification, melting of glaciers, floods and famine. It has been understood that this form of life is not sustainable and international efforts are being made to protect the environment. The European Union is the most important authority of this effort on international level. The aim of this study is to reveal the situation of Turkey, which is aimed to be a member of the European Union, in terms of environmental performance against the EU. For this purpose, the Environmental Performance Index, which is one of the most encompassing environmental variables, has been used.

ÇEVRE PERFORMANS ENDEKSİ KAPSAMINDA AVRUPA BİRLİĞİ VE TÜRKİYE’NİN KARŞILAŞTIRILMASI

Öz

İnsanoğlu tıpkı diğer canlılar gibi yaşamını doğaya göre şekillendirmiştir. Bu yaşayış biçimi hayatın kaynağı olan doğaya tabi olduğundan ne insanoğlunun ne de dünyanın veya doğanın üzerinde bir tehdit oluşturmuştur. Fakat insanoğlu bu yaşayış biçimini 1800’lü yıllar itibariyle yavaş yavaş terk etmeye başlayarak doğa ile ilişkisini kendi lehine manipüle etmiştir. Bunun sonucu olarak bugün küresel ısınma, çölleşme, buzulların erimesi, sel, kıtlık gibi kavramlarla yüzleşmekteyiz. Bu yaşayış biçiminin sürdürülebilir olmadığı anlaşılmıştır ve çevrenin korunması için uluslararası ölçekte çaba gösterilmektedir. Avrupa Birliği bu çabanın uluslararası ölçekte en önemli otoritesi konumundadır. Bu çalışma Avrupa Birliği üyesi olma amacı taşıyan Türkiye’nin çevre performansı konusunda AB karşısında ne durumda olduğunu ortaya koymayı amaçlamaktadır. Bu amaç doğrultusunda çevre ile ilgili en kapsayıcı değişkenlerden biri olan Çevresel Performans Endeksi kullanılmıştır
