THE GENDER DIMENSION OF REMITTANCES AND THE IMPACT OF THE COVID-19 ON REMITTANCES

Öz

The study addresses the gender dimension of migrant remittances. Gender roles and expectations have a decisive influence on the remittances sent by immigrants, as well as having an impact on the migration process, the decision-making process, where to migrate and what jobs to work. In this sense, in the study, first of all, the relationship between remittances and development is given. It has been stated that the main source of interest in immigration remittances by international and national institutions. It has been stated that the fact that female immigrants are more reliable, stable and proportionally higher remittance senders, which is closely related to gender roles, causes the said interest to be directed more towards female immigrants. It will be revealed by studies specific to different countries that women send remittances at higher rates and more consistently than men. However, it was also stated that the situation in question did not occur in the same way in every country and under all conditions. In this sense, when we look at remittances in terms of gender, it will be underlined that they have an impact on male immigrants as well as on women. Just as bringing money to the house is a man's job, it will also include examples where social norms are determinant in the remittance decisions for men's migration. Finally, the effects of the Covid-19 on remittances will be discussed. The study critically examines the view of remittances as an economic resource and the determination of the continuation of remittances as the main objective, ignoring the problems experienced by immigrants.

HAVALELERİN TOPLUMSAL CİNSİYET BOYUTU VE HAVALELERE COVİD-19 PANDEMİSİNİN ETKİSİ

Öz

Çalışma, göçmen havalelerinin toplumsal cinsiyet boyutunu ele almaktadır. Toplumsal cinsiyet rollerinin ve beklentilerinin göç sürecinde, karar aşamasında, nereye göç edileceğinde, hangi işlerde çalışılacağında etkisi olduğu gibi göçmenlerin gönderdikleri havalelerde de belirleyici bir etkisi vardır. Bu anlamda çalışmada, öncelikle havalelerin kalkınma ile olan ilişkisine yer verilmiştir. Göçmen havalelerine uluslararası ve ulusal kurumlarca olan ilginin asıl kaynağının ne olduğu belirtilmiştir. Kadın göçmenlerin toplumsal cinsiyet rolleriyle yakından ilişkili olan daha güvenilir, istikrarlı ve oransal olarak daha fazla düzeyde havale göndericisi konumunda olması, söz konusu ilginin kadın göçmenlere daha fazla yönelmesine neden olduğu ifade edilmiştir. Kadınların erkeklere kıyasla daha fazla oranlarda ve daha istikrarlı şekilde havale gönderdikleri farklı ülke özelinde yapılan çalışmalarla ortaya konulacaktır. Bununla birlikte söz konusu durumun her ülke özelinde ve her koşulda aynı şekilde gerçekleşmediği de ifade edilmiştir. Bu anlamda havalelere toplumsal cinsiyet boyutuyla bakıldığında kadınlara olan etkisi kadar erkek göçmenlere de etkisi olduğunun altı çizilecektir. Eve para getirmenin erkek işi olduğu gibi toplumsal normların erkeklerin göç etmesinde havale kararlarında belirleyici olduğu örneklere de yer verilecektir. Son olarak Covid-19 pandemisinin havalelere olan etkilere ele alınacaktır. Çalışma, havalelere ekonomik bir kaynak olarak bakılmasını ve göçmenlerin yaşadıkları sorunların görmezden gelerek havalelerin devamlılığının temel amaç olarak belirlenmesini eleştirel şekilde ele almaktadır.
