This paper is a field study which aims to put forth whether human resources being managed as effective and efficient manner in local government through the eyes of its employees is an effective and efficient manner. Today, human resource management associate with an management activity together pure staff management which affects institution’s whole activities and quality and cost of produced services, future plans and expectations. Especially local politics so as vividly experienced, local public in the service of producing point people want many things about the human resource management in local authorities, which affect the people as it affects the organization very quickly. This situation has become more important with the establishment of local government system together with recent changes in the local metropolitan almost turned into a single municipal authority. The study prepared in this context, Hatay Metropolitan Municipality operating in Hatay, Antakya Municipality, the Investment Monitoring and Coordination Department and Hatay Metropolitan Municipality Water and Sewerage Administration General Directorate employees, implementation of human resources in institutions are the views and approaches to management. At the first stage of the research, conceptual and theoretical framework will be brief information about the considering process, in the second stage findings obtained from the survey applied in Hatay scale will be assessed. Finally, theory and applications will be evaluated together with the taken results.
