AFGANİSTAN’IN YENİ DÖNEMİNDE KURUMSAL FAKTÖRLER, EKONOMİK BÜYÜME VE BÖLGESEL GÜÇ DENGELERİ: TÜRKİYE VE RUSYA PERSPEKTİFİ

Öz

15 Ağustos 2021 tarihinde Taliban rejiminin Afganistan’daki yönetimi ele geçirmesiyle birlikte, ülke hem siyasi hem de ekonomik açıdan köklü bir dönüşüm sürecine girmiştir. Bu dönüşüm, yalnızca Afganistan’ın iç siyasi dengelerini ve ekonomik kalkınma sürecini değil, aynı zamanda bölgesel güç dengesini de doğrudan etkilemektedir. Ülkenin mevcut yönetimi altında kurumsal yapıların işleyişi ve ekonomik büyüme süreçleri, dış politikadaki yönelimler ve bölgesel güçlerle olan ilişkileri bağlamında yeniden şekillenmektedir. Bu çalışmada, Afganistan’daki kurumsal faktörlerin mevcut durumu analiz edilerek, Türkiye ve Rusya gibi bölgesel aktörlerin bu dönüşüm sürecindeki rollerini ele almayı amaçlamaktadır. Ayrıca, Afganistan’ın son dönemdeki siyasi ve iktisadi dönüşümü incelenerek, bu süreçte kurumsal faktörlerin oynadığı rol ve bölgesel aktörlerin politikalarının ekonomik büyümeye etkisi değerlendirilmektedir. Çalışmada başta Dünya Bankası raporları olmak üzere uluslararası kurum raporları ile konuyla ilgili raporlar kullanılmakta, sosyal, tarihi ve hukuki konularda literatür taraması yapılmaktadır.

INSTITUTIONAL FACTORS, ECONOMIC GROWTH AND REGIONAL BALANCE OF POWER IN AFGHANISTAN’S NEW ERA: PERSPETIVES FROM TÜRKİYE AND RUSSIA

Öz

With the Taliban regime's takeover of Afghanistan on August 15, 2021, the country has entered a profound political and economic transformation. This transformation has not only impacted the internal political dynamics and economic development processes but has also directly influenced the regional balance of power. Under the current administration, the functioning of institutional structures and economic growth processes in Afghanistan are being reshaped within the context of foreign policy orientations and relations with regional powers. This study aims to analyze the current state of institutional factors in Afghanistan, focusing on the roles of regional actors such as Turkey and Russia in this transformation process. Additionally, the political and economic transformation in Afghanistan is examined, emphasizing the role of institutional factors and the impact of regional actors’ policies on economic growth. In the study, international institution reports, especially World Bank reports, and relevant reports are used, and a literature review is conducted on social, historical and legal issues.
