IRAN'S SECURITY DILEMMA OVER THE ISLANDS IN THE PERSIAN GULF

Öz

In the 21st century, many states tried to establish their legitimacy accepted by giving priority to their security policies. The Islamic Republic of Iran also explains its legitimacy with its own security policy approach and continues its existence. While solving its problems, Iran is trying to apply the rules of international law on the one hand, and on the other hand, it is forming its security policies by considering the option of confronting hard power. However, this established understanding of security constitutes the dilemma of the Islamic Republic of Iran in this century. The transit of the Persian Gulf, one of the most critical issues in the security policies of the Islamic Republic of Iran, constitutes a vital point for Iran. Another important issue related to the Persian Gulf is the legal status and geopolitical position of the three disputed islands located at the entrance to the Strait of Hormuz. Unlike the UAE, Iran states that it will deploy its hard power if necessary for the belonging of the islands named Abu Musa, Little Tunb and Big Tunb, which are claimed not to belong to it in the international community. In this study, the reasons that cause Iran's security dilemma in question are examined.

BASRA KÖRFEZİ’NDEKİ ADALAR ÜZERİNDEN İRAN’IN GÜVENLİK İKİLEMİ

Öz

21. yüzyılda birçok devlet güvenlik politikalarına öncelik vererek meşruluklarını kabul ettirmeye çalışmışlardır. İran İslam Cumhuriyeti de, meşruluğunu kendi güvenlik politika anlayışıyla açıklamakta ve varlığını devam ettirmektedir. İran, sorunlarını çözerken bir yandan uluslararası hukuk kurallarını uygulamaya çalışırken, diğer yandan da sert güce baş vurma seçeneğini göz önünde bulundurarak güvenlik politikalarını oluşturmaktadır. Ancak oluşturulmuş bu güvenlik anlayışı 21. yüzyılda İran İslam Cumhuriyeti’nin ikilemini teşkil etmektedir. İran İslam Cumhuriyeti’nin güvenlik politikalarında en kritik konulardan biri olan Basra Körfezi’nin transit geçişi, İran için hayati bir nokta oluşturmaktadır. Basra Körfezi ile ilgili bir diğer önemli husus ise; Hürmüz Boğazı’nın girişinde yer alan üç tartışmalı adanın hukuki statüsü ve jeopolitik konumudur. İran, uluslararası camiada kendisine ait olmadığı iddia edilen Abu Musa, Küçük Tunb ve Büyük Tunb adlı adaların aidiyeti için gerekirse sert gücünü devreye sokacağını ifade etmektedir. Bu çalışmada, İran’ın söz konusu güvenlik ikilemine neden olan sebepler irdelenmiştir.
