Maastricht sonrası Avrupa Birliği’nin dış politikasında, kimlik, sivil güç unsurları ve askeri olmayan güç mekanizmaları önem kazanmaya başlamıştır. Bu bağlamda, sivil gücün prensipleri ve unsurları AB’nin dış ilişkilerini düzenleyen yasal mevzuatın bir parçası haline getirilmiştir
