Öz

Fast changes in the field of artificial intelligence are transforming every area of life, public and private, at the same speed. Political decision-making processes take place with multiple stakeholders / actors from a governance perspective. In this new age dominated by algorithms, one of the most important actors of decision-making processes is undoubtedly these algorithms. It is one of the most important supporters of political mechanisms with its fast, effective and optimum decision-making features. As one of the most important problems faced by the whole world recently, the Kovid 19 pandemic process has further emphasized the importance of algorithms. So much so that this process, which requires very fast measures and decisions based on statistical data, makes it necessary to make algorithmic decisions. In the study, which could be called the period of decision-making algorithms based on the decision while combating the pandemic era in Turkey-site inspection will be held in private. As of this, the study is a case study. In this period, the Provincial General Health Boards are the drivers of the On-Site Decision period. The aim of this study revealed the importance of putting algorithmic decision making, in the year Turkey agreed in March 2021 to analyze the placed decision period with algorithmic decision-making process. This process also has very important observable benefits in terms of public administration. Its importance in terms of public administration and political mechanisms is, first of all, that transparency is extremely high and that all citizens are integrated into this transparent process. During the On-Site Decision period, the process is directly observable. Citizen and algorithmic data are the most important actors of this process. Case numbers, vaccination rates and other algorithms are followed daily to manage the process in a controlled manner. The process is carried out together with the guiding mission of the centre, in which local government units play an active role. This process clearly demonstrates the importance of technology and artificial intelligence, planning and algorithmic decision making.

Siyasal Karar Süreçlerinde Algoritmik Karar Verme: Türkiye’de Kovid 19 Pandemi Sürecinde Yerinde Karar Dönemi Uygulamasına Dair Bir İnceleme

Öz

Yapay zeka alanında meydana gelen hızlı değişiklikler hayatın kamusal ve özel olmak üzere her alanını aynı hızda dönüştürmektedir. Siyasal karar verme süreçleri yönetişim perspektifinden çok paydaşlı/aktörlü olarak gerçekleşmektedir. Algoritmaların hakim olduğu bu yeni çağda karar alma süreçlerinin en önemli aktörlerinden birisi kuşkusuz bu algoritmalardır. Hızlı, etkili ve optimum karar almayı kolaylaştırıcı özellikleri ile siyasal mekanizmaların en önemli destekçilerindendir. Son dönemde tüm dünyanın karşı karşıya kaldığı en önemli sorunlardan bir tanesi olarak Kovid 19 pandemi süreci algoritmaların önemini daha da göz önüne koymuştur. Öyle ki istatistiki verilere dayalı olarak çok hızlı önlem ve karar alınması gereken bu süreç algoritmik karar vermeyi zorunlu hale getirmektedir. Çalışmada, Türkiye’de pandemi ile mücadele edilirken algoritmalara dayalı karar alma dönemi olarak adlandırılabilecek Yerinde Karar dönemi özelinde inceleme yapılacaktır. Bu itibariyle çalışma bir vaka incelemesidir. Bu dönemde İl Umumi Hıfzıssıhha Kurulları Yerinde Karar dönemi sürücüleridir. Çalışmanın amacı algoritmik karar vermenin önemini ortaya koyarak, Türkiye’de Mart 2021 yılı itibariyle kararlaştırılan Yerinde Karar dönemini algoritmik karar verme süreciyle birlikte analiz etmektir. Bu sürecin kamu yönetimi açısından çok önemli gözlemlenebilir faydaları da vardır. Kamu yönetimi ve siyasi mekanizmalar açısından önemi, herşeyden önce şeffaflığın son derece yüksek olması ve bütün vatandaşların bu şeffaf sürece entegre edilmesidir. Yerinde Karar dönemi boyunca süreç doğrudan gözlemlenebilirdir. Vatandaş ve algoritmik veriler bu sürecin en önemli aktörleridir. Vaka sayıları, aşılama oranları ve diğer algoritmalar sürecin kontrollü yönetilebilmesi için günlük takip edilmektedir. Süreç, yerel yönetim birimlerinin aktif rol üstlendiği, merkezin yönlendirici misyonu ile yürütülmektedir. Bu süreç, teknolojinin ve yapay zekanın, planlamanın ve algoritmik karar vermenin önemini çok net şekilde göstermektedir.
