Establishment of urban attraction centers determines the most important stage of urban planning. As a result of urban planning created by theoretical and legal restrictions, expectations cannot be met. Therefore, new attraction centers are needed in order to reduce the burden of existing the city centers. Today, shopping malls are complexes that can solve this situation due to the diversity of their functions. It is an undeniable fact that shopping malls negatively constitute the consumer society in the development of our country. However, it is seen that the development of shopping centers, which are formed as a result of qualified analysis, has changed the location of the city centers and transferred the urban density to the out-of-city environments. In this study, it is envisaged to create a new attraction center by reducing the density in various regions of the province with a shopping center to be developed in Mersin Province, Mezitli District, Esenbağlar District. In the article, selection analysis was carried out with real estate development methods and SWOT analysis. With this study, the evaluation and planning of the right location will ensure that the density of the city attractions is transferred to the out-of-urban areas, as well as the development of the city as a result of the qualified investments.
