Bölgeselcilik Tartışmaları Işığında Merkezi Asya’nın Güvenlik Mimarisini Anlamak

Öz

Soğuk Savaş’ın ve dolayısıyla iki kutupluluğun sona ermesiyle birlikte bölge, bölgeselcilik ya da bölgeselleşme gibi kavramları uluslararası ilişkiler analizlerinde yeniden yaygın bir şekilde kullanılmaya başlamıştır. Çalışmanın amacı, bu kavramlardan hareketle ve realist paradigmanın işbirliği olgusuna yaklaşımı çerçevesinde Merkezi Asya’daki bölgeselci girişim, oluşum ve örgütlerin bölge güvenliğine etkilerini analiz etmektir. Devletler arasında işbirliği yapılmasını mümkün kılan genel çerçeveler olarak da nitelendirebileceğimiz bölgeselci inisiyatiflerin ise Merkezi Asya’da genellikle ya kalkınma ya da güvenlik girişimlerinin başlatıldığı görülmektedir. Ekonomik karakteri ön plana çıkan ve kalkınmayı hedefleyen bölgesel inisiyatiflerde nispeten başarılı olan bölge devletlerinin benzer bir gelişimi güvenlik alanında sergileyemedikleri tespit edilmektedir. Kanaatimizce kendine has özellikleri bulunan Merkezi Asya bölgeselciliğinin güvenlik alanındaki gelişimi sınırlayan ve beklenen faydaların elde edilmesini engelleyen temel nedenler sistemin yapısından kaynaklanan faktörlerdir. Çalışmanın temel tespiti çoğu dayatılmış bölgeselcilik kapsamında görebileceğimiz bu güvenlik inisiyatiflerinin bölgede devam etmekte olan büyük güç rekabeti nedeniyle görünür bir gelecekte de istenilen sonuçları üretmeyeceğidir.

Understanding the Security Architecture of the Central Asia in the Light of Regionalism Debates

With the end of the Cold War and thus the end of bipolarity, the concepts of region, regionalism, or regionalization have started to be widely used again in international relations analyses. This study aims to analyse the effects of regionalist initiatives and formations in Central Asia on regional security within the framework of the realist paradigm's approach to the cooperation issue. It is seen that regionalist initiatives, which can also be described as general frameworks that enable cooperation among states, are generally initiated in Central Asia either for development or security purposes. The countries of the region, which have been relatively successful in regional initiatives that have an economic character and aim at development, have yet to be able to display a similar development in the field of security. In our opinion, the main reasons limiting the development of Central Asian regionalism, which has its own characteristics, in the field of security and preventing the expected benefits from being achieved are the factors stemming from the structure of the system. The main conclusion of the study is that these security initiatives, most of which can be seen within the scope of imposed regionalism, will not produce the desired results in the foreseeable future due to the ongoing great power competition in the region.
