Promoting Sports Culture Through Local Government Policy: A Longitudinal Analysis Of Strategic Planning In Çanakkale Municipality

Öz

The present study examines the contribution of local government policy to the development and dissemination of sports culture, using the Çanakkale Municipality in Turkey as a case study. Rather than perceiving sports culture exclusively as a participatory phenomenon, the research analyses the evolution of local sports policy priorities, instruments, and governance approaches over time. The present study adopts a qualitative research design based on document analysis, systematically examining three consecutive strategic planning periods (2015–2019, 2020–2024, and 2025–2029). This incorporates strategic plans, activity reports, and publicly accessible budget documents. The findings indicate that the institutionalisation of sports culture at the local level is not linear. The period between 2015 and 2019 was characterised by a service-oriented and infrastructure-focused approach with limited policy coherence. In contrast, the period between 2020 and 2024 represented a significant shift towards a more comprehensive and inclusive sports policy framework, supported by measurable targets and dedicated financial resources. However, the 2025–2029 period has been identified as one in which performance indicators and numerical outputs will be prioritised, thus revealing a narrowing of policy scope. This has given rise to concerns regarding long-term sustainability and social impact. The study concludes that the effective promotion of sports culture through local government policy is contingent upon the presence of measurable outcomes, strategic continuity, inclusivity, and a long-term governance perspective. The present study provides a longitudinal, policy-oriented analysis at the municipal level, thus contributing to the extant literature on sports policy. Furthermore, it offers practical implications for local governments seeking to integrate sports culture into broader public policy objectives.

Yerel Yönetim Politikaları Yoluyla Spor Kültürünün Geliştirilmesi: Çanakkale Belediyesi Stratejik Planlarının Analizi

Öz

Bu çalışma, Türkiye'deki Çanakkale Belediyesini örnek olay olarak ele alarak yerel yönetim politikalarının spor kültürünün geliştirilmesi ve yaygınlaştırılmasına katkısını incelemektedir. Araştırmada spor kültürü yalnızca bireylerin spora katılımına dayalı bir olgu olarak ele alınmamakta; bunun yerine, yerel spor politikalarının öncelikleri, politika araçları ve yönetişim yaklaşımlarının zaman içerisindeki dönüşümü analiz edilmektedir. Araştırma, nitel araştırma desenine dayalı olup doküman analizi yöntemi kullanılarak yürütülmüştür. Bu kapsamda, Çanakkale Belediyesine ait birbirini izleyen üç stratejik plan dönemi (2015–2019, 2020–2024 ve 2025–2029) sistematik olarak incelenmiş; stratejik planlar, faaliyet raporları ve kamuoyuna açık bütçe belgeleri veri kaynağı olarak kullanılmıştır. Araştırma bulguları, spor kültürünün yerel düzeyde kurumsallaşmasının doğrusal bir gelişim süreci izlemediğini ortaya koymaktadır. 2015–2019 dönemi, politika bütünlüğünün sınırlı olduğu, hizmet sunumu ve altyapı yatırımlarının ön planda bulunduğu bir yaklaşım ile karakterize edilmektedir. Buna karşılık, 2020–2024 dönemi; ölçülebilir hedefler ve tahsis edilmiş mali kaynaklarla desteklenen daha kapsamlı ve kapsayıcı bir spor politikası anlayışına geçişi temsil etmektedir. Ancak 2025–2029 döneminde performans göstergeleri ile sayısal çıktılara verilen önemin arttığı, buna karşın politika kapsamının daraldığı görülmektedir. Bu durum, spor politikalarının uzun vadeli sürdürülebilirliği ve toplumsal etkisi açısından çeşitli kaygıları gündeme getirmektedir. Sonuç olarak araştırma, yerel yönetim politikaları aracılığıyla spor kültürünün etkili biçimde geliştirilmesinin; ölçülebilir çıktılar, stratejik süreklilik, kapsayıcılık ve uzun vadeli bir yönetişim perspektifinin varlığına bağlı olduğunu ortaya koymaktadır. Çalışma, belediye düzeyinde spor politikalarını uzunlamasına ve politika odaklı bir yaklaşımla inceleyerek spor politikası literatürüne özgün katkılar sunmakta; ayrıca spor kültürünü sağlık, sosyal içerme ve yaşam kalitesi gibi daha geniş kamu politikası hedefleriyle bütünleştirmeyi amaçlayan yerel yönetimler için uygulamaya dönük öneriler geliştirmektedir.
