The concept of state of emergency requires the identification and interpretation of many phenomena that affect the normal life processes of both individuals and societies. In the same way, co-ordinated communication and coordination of relevant actors are required. Emergency actors often have to be a part of the fighting process when they are adversely affected by events. The media, which is a source of communication at the social level, is also an important actor in the perception and struggle period of extraordinary situations.
