Eser kısaltmalar listesi, transkripsiyon listesi ve konuyla ilgili notlar, önsözden müteşekkil olmak üzere xvııı sayfalık bir ön kısımdan sonra giriş, 7 bölüm, sonuç, bibliyografya ve indeks kısımlarından meydana gelmektedir. Giriş kısmında kısaca Batılılaşma hareketi hakkında bilgi verilmektedir. Gülhane Hatt-ı Hümayun'u ile başlayan açıklama, bu yasal düzenlemelerin toplumdaki etkilerini kısaca değerlendirmektedir. Bu arada eserin diğer kısımlarında daha ayrıntılı ele alınacak olan konulara kısaca temas edilmektedir.
