Çatışma Alanlarında Gazetecilik Pratiklerinin Dönüşümü ve Dijital Çağda Savaş Gazeteciliği

Öz

İnsan topluluklarının, birbiri üzerinde üstünlük kurma mücadelesi insanlık tarihini aynı zamanda bir savaşlar tarihi haline getirmiştir. Zaferlerini ölümsüzleştirmek ve güçlerini halka göstermek isteyen yöneticiler bunları önce halka açık duvarlara resmettirirken yazının bulunmasından sonra kil tabletlere, papirüslere, parşömenlere, kâğıtlara kaydettirmiştir. Kazanılan zaferlerin bu kadar vurgulanmasının altında, savaşın ortaya çıkardığı ekonomik yükün ötesinde can kayıplarının halk gözünde meşrulaştırılması ve kazanılan zafere değdiğinin ispatlanması çabası da yatmaktadır. Bu iş başlangıçta yetenekli saray görevlileri tarafından yapılırken modern kitle medyasının ortaya çıkması ile birlikte gazeteciler tarafından yapılmaya başlamıştır. Medyanın propaganda gücünün ve algı yaratma fonksiyonunun farkında olan modern çağların yöneticileri, savaş ortamlarında gazetecileri farklı yollarla etki altına almaya ve yönlendirmeye çalışmışlardır. Bu çabalar, modern savaş gazeteciliğinin başlangıcı kabul edilen Kırım Savaşı’ndan itibaren çatışma ortamlarında asker gazeteci ilişkilerini düzenleyen akreditasyon, havuz sistemi ve iliştirilmiş gazetecilik isimleriyle anılan ana üç modelin ortaya çıkmasını sağlamıştır. Dünya literatüründe çatışma ortamlarında asker gazeteci ilişkileri ve söz konusu modeller üzerine çok sayıda akademik çalışma bulunmakla birlikte Türkiye’de bu konuda yeterli çalışma bulunduğunu söylemek zordur. Bu çalışma söz konusu modellerden iliştirilmiş gazeteciliğin ilk kez denendiği ve savaş gazeteciliği konusunda fark yaratan Irak ve Afganistan örnekleri üzerine odaklanmıştır. Çalışma boyunca 2001 yılında Afganistan’a ve 2003 yılında Irak’a yapılan askeri müdahaleler sırasında uygulanan iliştirilmiş gazetecilik uygulamaları mevcut literatür ve harekata katılmış gazetecilerin anılarından yola çıkılarak gazetecilik etik ilkeleri, askeri bilgilerin güvenliği ve kamunun bilgilenme hakkı kavramları çerçevesinde incelenmiştir.
