Ever since our adoption of the multi-party democratic syslem, 'l'urkey
has been in a vicious circle which has resulted in a military
adminisiralion every ten years. Whcn the problem is examined, it will
be seen that every ten years [the country] has entered a cul de sac in its
foreign payments, an economic crisis has begun in the wake of this
and that a military adminisiralion has followed the subsequent social
and political unrest... [IIowever] the developments which have
occurred in the last four years, during the period of the Motherland
Party administration, are full of signs indicating that this vicious
circle has been broken}
