Frame-Working Institutional Resilience Mechanisms In African Union And Economic Community of West African States For Sustainable Humanitarian Interventions

Öz

This paper evaluates the impact of the institutional resilience mechanisms of the African Union and the Economic Community of West African States on the sustainability of humanitarian interventions in conflict and disaster settings. Through doctrinal analysis of interventions in Mali, Niger and Burkina Faso, the paper concludes that, although both organisations have relevant frameworks, these are undermined by institutional fragmentation, resource limitations and political disputes over sovereignty. The paper argues that achieving sustainable outcomes requires adaptive governance, local ownership, financial predictability and harmonised mandates. These findings are aligned with the Sustainable Development Goals and Agenda 2063. Finally, the paper proposes policy recommendations arising from the reviewed literature, including strengthening institutional capacity, enhancing local engagement and fostering regional cooperation, with the aim of building more resilient and effective humanitarian responses in Africa.

Bu makale, Afrika Birliği ve Batı Afrika Devletleri Ekonomik Topluluğu kurumlarının kurumsal direnç mekanizmalarının, çatışma ve afet ortamlarında insani yardım müdahalelerinin sürdürülebilirliğini nasıl etkilediğini değerlendirmektedir. Mali, Nijer ve Burkina Faso’daki müdahalelerin doktrinsel analizini kullanarak, her iki kuruluşun da ilgili çerçevelere sahip olmasına rağmen, kurumsal parçalanma, kaynak kısıtlamaları ve egemenlik konusundaki siyasi gerilimler nedeniyle etkinliklerinin engellendiği sonucuna varmıştır. Makale, sürdürülebilir sonuçlar için uyarlanabilir yönetişim, yerel sahiplenme, finansal öngörülebilirlik ve uyumlu görev tanımları gerektiğini savunmaktadır. Bu bulguları Sürdürülebilir Kalkınma Hedefleri ve 2063 Gündemi ile uyumlu hale getirmektedir. Makale, Afrika’da daha dirençli ve etkili insani yardım müdahaleleri oluşturmak için kurumsal kapasitenin güçlendirilmesi, yerel katılımın artırılması ve bölgesel iş birliğinin teşvik edilmesi gibi incelenen literatürden ortaya çıkan politika önerileri sunarak sonuca varmaktadır.
