Testing of the Hegemonic Order: A Legal, Geopolitical, and Discursive Assessment of the Possibility of a US Withdrawal from NATO

Bu çalışma, ABD’nin NATO’dan olası çekilme ihtimalini, İkinci Dünya Savaşı sonrası kurulan liberal uluslararası düzenin yapısal temellerini sınayan kritik bir eşik olarak ele almakta ve NATO’yu ABD’nin hegemonik liderliğini somutlaştıran başlıca kurumsal yapı olarak değerlendirmektedir. Bununla birlikte, ABD’nin artan maliyet eleştirileri ve Donald Trump’ın yeniden gündeme getirdiği ‘çekilme’ söylemleri, ittifakın geleceği ve hegemonik liderliğin sürdürülebilirliği üzerine tartışmaları derinleştirmiştir. Çalışma, teorik çerçeve olarak Hegemonik İstikrar Teorisi’ni (HİT) güvenlik boyutunda ele almakta ve hegemonik liderliğin yalnızca maddi kapasiteye değil, siyasi irade, kurumsal meşruiyet ve yönlendirme gücüne dayandığını savunmaktadır. Çalışmada, nitel analizle Kuzey Atlantik Antlaşması ve ABD iç hukuku incelenerek olası bir çekilmenin hukuki uygulanabilirliği değerlendirilmiş ve güncel uluslararası krizler bağlamında eş zamanlı özgün bir analiz sunulmuştur. Bulgular, ABD’nin NATO’dan çekilmesinin uluslararası hukuk açısından mümkün olmakla birlikte, ABD iç hukukundaki kurumsal ve siyasi sınırlamalar nedeniyle kısa vadede düşük bir olasılık taşıdığını ortaya koymaktadır.

This study examines the potential withdrawal of the U.S. from NATO as a critical juncture challenging the structural foundations of the liberal international order established after World War II and considers NATO as the primary institutional structure embodying the hegemonic leadership of the U.S. Increasing U.S. criticism of the costs and Donald Trump’s renewed talk of ‘withdrawal’ have deepened debates about the future of the alliance and the sustainability. This study examines Hegemonic Stability Theory (HST) from a security perspective as a theoretical framework, arguing that hegemonic leadership is based not only on material capacity but also on political will, institutional legitimacy, and the power to direct. This study evaluates the legal feasibility of a potential withdrawal by examining the North Atlantic Treaty and U.S. domestic law through qualitative analysis, and offers an original analysis in the context of current international crises. The findings show that while a U.S. withdrawal from NATO is legally possible under international law, it appears unlikely in the short term due to institutional and political constraints within U.S. domestic law. The study highlights that these debates point not to the end of the hegemonic order, but rather to its transformation. Argues that the future of international security is evolving toward a new security architecture based on shared responsibility and multilateral cooperation, rather than the leadership of a single hegemon.
