China’s Peripheral Diplomacy and Crisis Management within the Framework of the “Zhoubian Zhengce” Doctrine: The Iran–Israel War and Limited Neutrality

Öz

China manages its network of relations in the Middle East in a pragmatic manner by grounding it in balance and neutrality. However, each crisis and state of war experienced in the Middle East places China’s measured and low-profile policy under strain. This is because China is expected to pursue a neutral policy toward Middle Eastern countries in accordance with the doctrine of Peripheral Diplomacy, “Zhoubian Zhengce.” Within the framework of Peripheral Diplomacy, Iran—positioned in the intermediate ring—renders the implementation of China’s policies more difficult in the context of its war with Israel. This study analyzes how China’s Peripheral Diplomacy, “Zhoubian Zhengce,” is sustained in the Iran–Israel war through the preservation of the principle of limited neutrality.
