BONAPARTİST UNDERSTANDİNG OF POLİTİCS AND ITS APPEARANCE TODAY

Öz

The French Revolution was a practical reflection of opinions that the absolutist regimes were over. After the revolution, France went through a political transition that still has an impact today. Napoleon Bonaparte is one of the most prominent figures responsible for changing the historical process of this effect throughout the world, in particular in Europe. Napoleon was able to attain this status because he constructed an empire beyond the kingdom at a time when the absolutist regime collapsed. Only a very different conception of politics can properly express the acceptance of an imperial administration by people rebelling against absolute power. In this respect, the Bonapartist understanding of politics arose from among the people by consenting the people. In the democracies of today, a similar understanding may also be discernible. In this sense, it can be understood why society, which democracy considered significant, willingly consent to authoritarian governments. Along with the issues, democracy's past experiences can serve as a guide for the present. In this context, in this study, the historical context of the Bonapartist understanding of politics was first examined. Later, the relationship of this concept to the public will be discussed, which Marx used to criticize the Bonaparte dynasty's understanding of power. In the third part, the distinction between Bonapartism and fascism was briefly explained. Later, the Bonapartist parameters of the populist political movement encountered in today's democracies have been determined from a Gramscian perspective.

Bonapartist siyaset anlayışı ve günümüzdeki görünümü

Öz

Fransız İhtilali mutlakiyet rejimlerinin ömrünü tamamladığı düşüncelerinin pratik bir yansımasıdır. İhtilal sonrası Fransa’nın tecrübe ettiği siyasal atmosfer bugün bile etkisini sürdürmektedir. Başta Avrupa olmak üzere, dünya genelinde bu etkinin tarihi seyrini değiştiren en önemli figürlerden birisi Napolyon Bonapart’tır. Napolyon siyaset sahnesindeki bu konumunu mutlakiyetin yıkıldığı bir dönemde krallıktan da öte bir imparatorluk kurabilmesine borçludur. Mutlak otoriteye karşı bir başkaldırının imparatorluk rejimini kabullenmesi ancak çok farklı bir siyaset anlayışıyla ifade edilebilir. Bu bakımdan Bonapartist siyaset anlayışı halkın içinden halkı razı ederek ortaya çıkmıştır. Bu anlayışın benzerini günümüz demokrasilerinde de görmek mümkündür. Demokrasinin kayda değer gördüğü toplumun, otoriter idarelere karşı memnuniyetle rıza göstermesi bu şekilde açıklanabilir. Tarihteki demokrasi tecrübeleri karşılaşılan aksaklıklarla birlikte günümüz açısından bir gösterge olabilir. Bu bağlamda, bu çalışmada ilk olarak Bonapartist siyaset anlayışı tarihsel olarak incelenmiştir. Daha sonra Marx’ın Bonapart hanedanının iktidar anlayışını eleştirmek için kullandığı bu kavramın halkla ilişkisine değinilecektir. Üçüncü bölümde Bonapartizmin faşizmden farkı kısaca açıklanmıştır. Son olarak Gramsciyen perspektifle günümüz demokrasilerinde karşılaşılan popülist siyaset akımının Bonapartist parametreleri tespit edilmiştir.
