NEW APPROACH TO CHILD WELL-BEING: CHILD WELL-BEING APPOARCH AND INDICATORS

Öz

One of the recent widespread approaches in the field of child welfare is the child well-being approach. There has been a shift in the approach from keeping children alive (without neglecting this) to protecting and enhancing child well-being. This study aims to conduct a conceptual discussion on the historical development of the child well-being approach and the parameters and indicators that are effective in this development. Social indicator movement, ecological approach, modern childhood paradigm, Convention on the Rights of the Child, and capability approaches are influential in the emergence of the child well-being approach. In this study, after explaining the development process of the child well-being approach, some examples of indicators are discussed in detail. This study also addressed indicators and their relevance to child wellbeing. In the child well-being indicator studies, there is an approach that includes the views of children as the unit of observation (taking their opinions about the child's life) and addresses the child together with his/her environment. Another noteworthy issue in the indicators is the focus on children's opportunities in addition to the opportunities that families have (capability approach). The indicators address economic status, health, education, risk and safety, social relations, and participation as common areas. In recent indicator studies, more attention paid to the subjective well-being dimension. In future indicator studies, it is recommended to include indicators on the living conditions of disadvantaged and neglected children.

Çocuk Refahı Alanında Yeni Bir Yaklaşım: Çocuğun İyi Olma Hali Yaklaşımı ve Göstergeleri

Öz

Çocuk refahı alanında son dönem yaygınlaşan yaklaşımlardan biri çocuğun iyi olma hali yaklaşımıdır. Çocuğa yönelik yaklaşımda çocuğun hayatta tutulmasından (bunu da ihmal etmeden) çocuğun iyi olma halinin korunması ve arttırılmasına yönelik bir değişim yaşanmaktadır. Bu çalışmada çocuğun iyi olma hali yaklaşımının tarihsel gelişimi ve bu gelişimde etkili olan parametreler ve gösterge örnekleri üzerine kavramsal bir tartışma yürütülmesi amaçlanmıştır. Çocuğun iyi olma hali yaklaşımının ortaya çıkmasında sosyal gösterge hareketi, ekolojik yaklaşım, modern çocukluk paradigması, Çocuk Hakları Sözleşmesi ve yapabilirlik yaklaşımlarının etkisi söz konusudur. Bu çalışmada çocuğun iyi olma hali yaklaşımının gelişim süreci anlatıldıktan sonra bazı gösterge örnekleri detaylı olarak ele alınarak gösterge alanları üzerine bir değerlendirme yapılmıştır. Ele alınan çocuğun iyi olma hali gösterge çalışmalarında gözlem birimi olarak çocukların görüşlerine yer verildiği (çocuğun yaşamı hakkında fikirlerinin alınması) ve çocuğu çevresiyle beraber ele aldığı bir yaklaşım söz konudur. Göstergelerde dikkat çeken bir diğer konu ise ailenin sahip olduğu olanakların yanında çocukların sahip olduğu imkanlara da odaklanılmış olmasıdır (yapabilirlik yaklaşımı). Göstergelerde ekonomik durum, sağlık, eğitim, risk ve güvenlik, sosyal ilişkiler ve katılımın ortak alanlar olarak ele alınmaktadır. Yakın tarihli gösterge çalışmalarında öznel iyi olma boyutuna daha fazla önem verildiği görülmektedir. Yeni yapılacak gösterge çalışmalarına, ihmal edilen farklı dezavantajlı çocukların yaşam koşullarına ilişkin göstergelerin de dahil edilmesi önerilmektedir.
