Resource Scarcity and Failed Mediation: Unpacking the Kyrgyz-Tajik Territorial Dispute

The territorial dispute between Kyrgyzstan and Tajikistan, centered in the Ferghana Valley, remains a critical flashpoint for instability in Central Asia. This article argues that the conflict is perpetuated by a confluence of three factors: the legacy of arbitrary Soviet-era border demarcations, which created volatile enclaves like Vorukh; intense competition over scarce water and pastureland resources, vital to both nations' agrarian economies; and the political exploitation of ethnonationalist rhetoric by elites. Through a qualitative case study methodology, employing document and discourse analysis of primary sources (government statements, international reports) and secondary literature, this research evaluates the effectiveness of international mediation. The findings indicate that efforts by the United Nations (UN) and the Organization for Security and Co-operation in Europe (OSCE) are severely limited, earning a "Poor" to "Fair" effectiveness rating due to a lack of enforcement mechanisms and the primacy of national sovereignty. Consequently, their interventions fail to address the conflict's root causes. The article concludes that a sustainable resolution requires a paradigm shift in international policy, moving from high-level diplomacy towards supporting local resource-sharing agreements, investing in joint infrastructure, and fostering track-II diplomacy to counter nationalist narratives. This study contributes to the literature on post-Soviet conflicts by providing an integrated analysis of how historical, material, and discursive factors interact to undermine peace-making efforts.
