Küçük ve Orta Ölçekli Kentlerin Akıllı Sürdürülebilir Şehir Performansı: Norveç Bağlamında Karşılaştırmalı Bir Çalışma

Öz

Akıllı Şehir ve Sürdürülebilir Şehir modellerinin pozitif bir bileşkesi olan Akıllı Sürdürülebilir Şehir yaklaşımı, şehirlerin karşı karşıya olduğu çevresel, sosyal ve ekonomik zorlukların üstesinden gelmek ve kentsel yaşam kalitesini yükseltmek için geliştirilmiştir. Bu çalışmada, küçük ve orta ölçekli Norveç kentlerinin akıllı sürdürülebilir şehir performansının karşılaştırmalı olarak incelenmesi ve diğer kentler için rol modellerin ortaya konulması amaçlanmıştır. Bu amaç doğrultusunda, 14 adet şehir ekonomi, çevre ve toplum boyutlarıyla ilişkili 7 alt boyutta ve 22 kategoride karşılaştırmalı olarak değerlendirilmiştir. Araştırmanın bulgularına göre, Norveç’in küçük ve orta ölçekli şehirleri, genel olarak, bütün boyutlarda güçlüdür. Bu kentlerin akıllı sürdürülebilir şehir performansı özellikle BİT, istihdam, atık, su ve sanitasyon, kamusal alanlar ve doğa, enerji, konut ve eğitim alanında güçlüdür. Norveç’in önde gelen yüksek öğretim ve araştırma kurumlarına ev sahipliği yapan orta ölçekli şehirler inovasyon, kültür ve ulaşım kategorilerinde küçük ölçekli şehirlere göre daha iyi bir performans ortaya koyarken; küçük şehirler drenaj, elektrik tedariki, kamu binalarının sürdürülebilirliği, çevre kalitesi, sağlık, sosyal kapsama ve güvenlik konularında orta ölçekli şehirlerden daha güçlüdür. Norveç akıllı ve sürdürülebilir gelişmek isteyen küçük ve orta ölçekli kentler için Trondheim, Larvik, Rana, Ålesund, Stavanger ve Tromsø gibi birçok rol model sunmaktadır.

Smart Sustainable City Performance of Small and Medium-Sized Cities: A Comparative Study in the Norwegian Context

Öz

The Smart Sustainable City approach, which is a positive combination of Smart City and Sustainable City models, has been developed to overcome environmental, social and economic challenges that cities face and to improve the quality of urban life. This study aimed to comparatively examine smart sustainable city performance of small and medium-sized Norwegian cities and to identify role models for other cities. For this purpose, 14 cities were comparatively evaluated across 22 categories and 7 sub dimensions related to economy, environment, and society dimensions. Findings indicate that, small and medium-sized cities in Norway are generally strong in all dimensions. Their smart sustainable city performance is particularly strong in ICT, employment, waste, water and sanitation, public spaces and nature, energy, housing, and education. Medium-sized cities in Norway, home to leading higher education and research institutions, outperform smaller cities in innovation, culture, and transportation; while smaller cities are stronger than medium-sized cities in drainage, electricity supply, sustainability of public buildings, environmental quality, health, social inclusion, and safety. Norway offers many role models for small and medium-sized cities which seek to develop smart and sustainable, such as Trondheim, Larvik, Rana, Ålesund, Stavanger and Tromsø.
