Smart Sustainable City Performance of Small and Medium-Sized Cities: A Comparative Study in the Norwegian Context

Öz

The Smart Sustainable City approach, which is a positive combination of Smart City and Sustainable City models, has been developed to overcome environmental, social and economic challenges that cities face and to improve the quality of urban life. This study aimed to comparatively examine smart sustainable city performance of small and medium-sized Norwegian cities and to identify role models for other cities. For this purpose, 14 cities were comparatively evaluated across 22 categories and 7 sub dimensions related to economy, environment, and society dimensions. Findings indicate that, small and medium-sized cities in Norway are generally strong in all dimensions. Their smart sustainable city performance is particularly strong in ICT, employment, waste, water and sanitation, public spaces and nature, energy, housing, and education. Medium-sized cities in Norway, home to leading higher education and research institutions, outperform smaller cities in innovation, culture, and transportation; while smaller cities are stronger than medium-sized cities in drainage, electricity supply, sustainability of public buildings, environmental quality, health, social inclusion, and safety. Norway offers many role models for small and medium-sized cities which seek to develop smart and sustainable, such as Trondheim, Larvik, Rana, Ålesund, Stavanger and Tromsø.
