Öz

Digital technologies transform the practical relationships we establish with objects, others, and institutions, as well as the mental relationship we establish with ourselves. For contemporary philosophers of technology, the critique of technologies of the mind arises as a philosophical question. In this context, we will first consider Günther Anders’ argument that technology has become the subject of history in the era of the third industrial revolution. Then, we will analyze the concept of algorithmic governmentality, put forward by Antoinette Rouvroy and Thomas Berns. Antoinette Rouvroy argues that algorithmic governmentality is the idea of a government of the social world that is based on the algorithmic processing of big data sets rather than on politics, law, and social norms. Bernard Stiegler’s interpretation of this concept and the description of cognitive and emotional proletarianization, will form the theoretical framework of our article. At the end, we will interpret what Stiegler calls, with reference to Kant’s critique of pure reason, the critique of technological reason, and the idea of the crisis of the way of thinking shaped by digital technologies and the new industrial models in the 21st century.

Bernard Stiegler’in Teknoloji Felsefesi Problemleri: Algoritmik Yönetimsellik ve Bilişsel Proleterleşme

Öz

Dijital teknolojiler nesnelerle, başkalarıyla ve kurumlarla kurduğumuz pratik ilişkileri ve kendi kendimizle kurduğumuz zihinsel ilişkiyi dönüştürür. Çağdaş teknoloji felsefecileri için zihin teknolojileri eleştirisi felsefi bir problem olarak ortaya çıkar. Bu bağlamda öncelikle Günther Anders’in üçüncü endüstri devrimi çağında teknolojinin tarihin öznesi haline gelmesi argümanını ele alacağız. Ardından Antoinette Rouvroy ve Thomas Berns’in ortaya koydukları algoritmik yönetimsellik kavramını inceleyeceğiz. Antoinette Rouvroy’a göre algoritmik yönetimsellik, siyasete, hukuka ve toplumsal normlara dayanmak yerine büyük veri yığınlarının algoritmik olarak işlenmesiyle kurulan bir toplumsal iktidar biçimidir. Bernard Stiegler’in algoritmik yönetimsellik kavramını yorumlayışı ve ardından bilişsel ve duygusal proleterleşme betimlemesi makalemizin kuramsal çerçevesini oluşturacak. Son olarak, Stiegler’in Kant’ın saf aklın eleştirisine referansla, teknolojik aklın eleştirisi ismini verdiği, yirmibirinci yüzyılda dijital teknolojilerin ve yeni endüstri modellerinin şekillendirdiği düşünme biçiminin krizi fikrini yorumlayacağız.
