Open government data, using non-personalized government data, is a result of a living change in governments and their authorities, which tries to offer government data to the public to benefit citizens and to offer new business challenges for companies. In this study, the open government data portal approach of the Austrian government and the geodata services offered by the Vienna city administration are introduced and the paradigm change in the geodata market analyzed by focusing on the target group strategies, pricing policies, and technical requirements.
