- For a submission to be considered for evaluation by the İstanbul 29 Mayıs University Law Review, the manuscript must not have been previously published or currently under review by another journal, and it must be approved by all contributing authors. The final decision on all submitted manuscripts is made by the Editorial Board.

1. Preliminary Review and Plagiarism Screening (Similarity Report)
Each submission is first reviewed for compliance with the journal’s author guidelines. If it does not conform to the rules, it will be returned to the author for revision. Manuscripts found to be compliant are then checked for plagiarism using the Turnitin software, and a similarity report is generated.
A similarity index below 25% is required, and no more than 5% similarity may come from a single source. If the similarity rate exceeds 25%, the manuscript may either be rejected or returned to the author for revision to reduce the similarity level. The preliminary review must be completed within seven (7) days.
2. Editorial or Section Editor Review
Manuscripts passing the preliminary and similarity checks are reviewed by the relevant editor or section editor for content relevance, scope, language quality, and academic adequacy. This stage must also be completed within seven (7) days.
3. Peer Review Process
Manuscripts that pass the editorial review enter the double-blind peer review process. The review is conducted confidentially — authors and reviewers remain anonymous to each other.
Each manuscript is sent to at least two reviewers who are experts in the relevant field. Reviewers evaluate the manuscript in detail regarding its subject matter, methodology, and findings, and provide a justified opinion on whether it should be published.
Reviewers are required to submit their assessments via DergiPark’s online reviewer form and include a written justification of at least 150 words.
If both reviews are positive, the manuscript is accepted for publication by the Editor-in-Chief. If one review is positive and the other negative, the manuscript is sent to a third reviewer.
Authors may submit a reasoned response if they disagree with reviewers’ comments. The editor or section editor mediates communication between authors and reviewers while maintaining confidentiality.

4. Author Revision
Authors are expected to consider the comments and suggestions of the reviewers and the Editorial Board. They may object to specific points by providing justifications. After making the necessary revisions based on the reports, authors must upload the final version of their manuscript to the system.
5. Section Editor Check
The section editor verifies whether the author has implemented the revisions requested by the reviewers. If further revisions are needed, the reports are sent back to the author, who is given at least ten (10) days to make corrections.
For major revisions, this period may be extended. Authors must indicate the changes made — either in red font or by enabling the “Track Changes” feature in Microsoft Word.
Once complete, the manuscript is resubmitted to the section editor, who reviews the revisions within seven (7) days.
If a “Major Revision” was requested, the manuscript is sent back to the respective reviewer to confirm that revisions have been made appropriately.
If the manuscript has been marked as “Accepted” or “Minor Revision,” and the necessary changes are complete, it is forwarded to the Turkish Language Editor for linguistic review.
6. Turkish Language Review
Manuscripts that have passed peer review are evaluated by the Turkish Language Editor. If required, the author may be asked to make further linguistic corrections. This process must be completed within ten (10) days.
If the author fails to make the requested revisions, the manuscript may be rejected.
Rejected manuscripts are not deleted from the system — all files and process records remain archived in DergiPark.
7. English Language Review
After the Turkish language check, manuscripts undergo a review by the English Language Editor. If necessary, authors are asked to make linguistic corrections within ten (10) days.
Failure to make these corrections may result in rejection.
Rejected manuscripts are not removed from the system; all files and process details are preserved within DergiPark.
8. Editorial Board Review
After passing technical, academic, and linguistic evaluations, manuscripts are reviewed by the Editorial Board, which makes the final decision on publication.
If any member raises an objection, the final decision is made by majority vote.
9. Typesetting and Layout Stage
Manuscripts approved for publication by the Editorial Board are forwarded to the layout editor for typesetting and formatting, after which they are prepared for publication.
10. Final Proofreading
The final proofreading of the typeset manuscript is carried out, and the work is then ready for assignment to an issue of the journal.
