Abstract

The EU has been in need of a EU presidency system during the integration process which seems to be overcome by the Lisbon Treaty. The necessity in the context of efficiency, institutional balance and democracy is planned to eliminate by a permanent presidency. This study aims at finding answers to the issues whether the presidency will be used in favor of Union’s interests or those of the member state which will be at the helm. In this sense, issues on how the member state having the long-term chair will affect EU agenda, balance between EU’s and national interests and efficiency will be discussed

Değişen ve Dönüşen Yönleriyle AB Başkanlığı: Kurumsal Yapıda Etkinlik ve İşlerlik Sorunsalı

Öz

Entegrasyon sürecinin tarihsel gelişimi içinde AB Başkanlık sistemine duyulan ihtiyaç, Lizbon Antlaşması ile teoride giderilmiş görünmektedir. AB kurumsal yapısı içinde etkinlik, kurumsal denge ve demokrasinin işlerliği kapsamında ortaya çıkan ihtiyaç, daimi başkanlık sistemiyle aşılmaya çalışılmaktadır. Bu çalışmada, Antlaşma ile öngörülen yeniliğin söz konusu ihtiyaçları, Birliğin mi yoksa başkanlığı yürütecek olan üye devletin çıkarları lehine mi karşılayacağı sorusuna cevap aranacaktır. Bu bağlamda uzun-dönemli başkanlık sistemini elinde bulunduran ülkelerin AB politika gündemini ne yönde etkileyebileceği, Birlik-ulusal çıkar dengesi ve etkinlik gibi konuların değerlendirilmesi amaçlanmaktadır
