Abstract

Ombudsman, kötü yönetimden korunmak, hak ihlallerini önlemek, ve idarenin

hukuk sınırları içinde işlemesini sağlamak gibi amaçlar doğrultusunda pek çok

ülkede ve çok çeşitli alanlarda uygulanan bağımsız bir denetim mekanizmasıdır.

Bu kapsamda bu çalışmada bir tür ombudsmanlık çeşidi olan Çocuk

Ombudsmanlığı’nın ilk örneği olan Norveç’teki uygulaması, özellikleri ve

başarısı ortaya konulmuş ardından da Türkiye için bir değerlendirme yapılmıştır.

Çalışma, literatüre dayalı araştırmalar bağlamında tarihsel ve betimsel

araştırma yöntemleri kullanılarak yürütülmüştür. Araştırma sonunda bu modelin

Türkiye’de çocuk haklarının korunması ve geliştirilmesi açısından önemli bir

rol oynayabileceği sonucuna varılmıştır.

AN EXAMPLE MODEL IN THE PROTECTION AND DEVELOPMENT OF CHILDREN’S RIGHTS: CHILDREN OMBUDSMAN OF NORWAY

Abstract

The Ombudsman is an independent regulatory mechanism that is implemented

in many countries and in a variety of fields in order to protect against mismanagement,

to prevent violations of rights, and to ensure that the application is

carried out within the limits of law. In this context, in this study, the application,

characteristics and success of the first example of the Child Ombudsman, which

is a kind of ombudsman, were put forward and then an evaluation was made

for Turkey. The study was conducted using historical and descriptive research

methods in the context of literature based research. At the end of the research,

this model has played an important role in the protection and development of

children’s rights in Turkey.
