Patent Verileri ve Teknolojik Sınıflama Sistemleri

Abstract

Günümüz dünyasının küreselleşme serüveninin beraberinde getirmiş olduğu teknoloji temelli ve bilgi odaklı rekabet stratejisi, kavramsal anlamda teknolojik faaliyetlerin ve/veya iktisadi anlamda analiz edilebilecek veri niteliği taşıyan bilgilerin tanımlanmasını gerekli kılmaktadır. Zira ekonomik büyüme kavramının olmazsa olmaz dinamik unsurlarından birini oluşturan bilgi temelli faaliyetlerin artması beraberinde ulusal ve/veya uluslararası alanda iktisadi faaliyetlerin ve ticaretin de gelişmesine çok önemli katkılar sağlamıştır. Bu bağlamda iktisadi analiz yapılmasını mümkün kılacak ve teknolojik gelişmeyi en iyi şekilde tanımlayabilecek gösterge niteliğindeki bilgilere veri niteliği kazandırmak oldukça karmaşık ve teknik düzenlemelerin yapılmasını gerekli kılan bir alanı oluşturmaktadır. Bu alandaki en önemli kazanımlardan birini de Fikri ve Sınaî Mülkiyet haklarının ve teknolojik faaliyetlerin en önemli unsurlarından birini oluşturan patent faaliyetlerinin tasnifi oluşturmaktadır. Bu noktada bu çalışma patent faaliyetlerinin veri formatına dönüştürülmesi ile ilgili teknik düzenlemelere ve patent verilerinin kullanımı ile ilgili bir takım temel hususlara değinerek konuyla ilgili ulusal literatüre önemli katkılar sağlama amacı taşımaktadır
