Afet Sonrası Geçici Barınmanın Kalıcı Barınmaya Dönüşümü Üzerine Literatür Analizi

Öz

Afetler, fiziksel yıkımların yanı sıra toplumsal sürdürülebilirliği tehdit eden çok katmanlı krizlere yol açmaktadır. Bu nedenle barınma ihtiyacı, acil müdahale ve uzun vadeli planlama açısından temel bir konudur. Afet sonrası geçici barınma çözümleri ise yalnızca geçici değil, kalıcı kullanıma dönüşebilen mekânsal yapılar olarak ele alınmalıdır. Bu çalışma, afet sonrası geçici barınma çözümlerinin kalıcı konutlara dönüşüm sürecini literatür temelli inceleyerek, geçici barınmanın fiziksel yapı üretiminin ötesinde sosyal, yönetsel ve mekânsal süreçlerle şekillenen çok katmanlı bir olgu olduğunu ortaya koymayı amaçlamaktadır. Çalışmada farklı coğrafyalardan seçilen 16 akademik makale sistematik olarak analiz edilmiş; tipolojik sınıflandırma, geçiş niteliği ve tematik katkılar açısından incelenmiştir. Böylece, afet sonrası konut üretiminin aşamalarına, geçici birimlerin tasarımına ve kalıcıya dönüşümüne dair kapsamlı bir çerçeve sunmaktadır. Analizler, çalışmaların ağırlıklı olarak fiziksel tasarım odaklı olduğunu, ancak süreç yönetimi, kullanıcı ihtiyaçları ve bağlamsal faktörlerle iç içe ele alındığını göstermektedir. Geçici konutların kalıcı yapılara dönüşme potansiyeli, kullanıcı müdahaleleri ve sosyal çevresel etkenlere bağlıdır. Ayrıca, kullanıcı katılımı, yerel bağlama duyarlılık ve sosyal sürdürülebilirlik unsurlarının önem kazandığını göstermektedir. Sonuç olarak, bu çalışma geçici barınma çözümlerinin kriz anına yönelik hızlı müdahalelerden öte, uzun vadeli, dönüşebilir ve bağlamsal uyumlu mekânsal stratejiler olarak ele alınması ve disiplinler arası yaklaşımlar gerektirdiğini göstermektedir. Geçici konutların kalıcı konuta dönüşümü, fiziksel yapının ötesinde sosyal ilişkiler, yönetişim ve kültürel pratiklerle şekillenen karmaşık bir süreçtir. Bu nedenle, gelecek çalışmalarda çok aktörlü, esnek ve kullanıcı odaklı modellerin geliştirilmesine yönelik araştırmaların artırılması gerekmektedir.

A Literature Review on the Transition from Post-Disaster Temporary Shelter to Permanent Housing

Öz

Disasters not only cause physical destruction but also trigger multilayered crises that threaten social sustainability. In this context, housing emerges as a critical issue that must be addressed both through emergency interventions and long-term planning. Temporary shelter solutions should therefore be considered not merely as short-term responses but as spatial structures with the potential to evolve into permanent housing. This study examines the transformation of temporary shelters into permanent housing through a literature-based approach. It argues that temporary shelter is not solely a matter of physical construction, but a complex phenomenon shaped by social, administrative, and spatial processes. The study systematically analyzed 16 academic articles selected from different geographical contexts, examining them in terms of typological classification, transitional characteristics, and thematic contributions. Each was analyzed in terms of typological classification, transition characteristics, and thematic contributions. The study thus provides a comprehensive framework on how the literature addresses stages of post-disaster housing production, the design of temporary units, and their evolution toward permanence. The findings reveal that existing studies predominantly focus on physical design, yet highlight the significance of process management, user needs, and contextual factors. The transformation into permanent housing is closely linked to user interventions and socio-environmental dynamics. In addition, the importance of user participation, sensitivity to local context, and social sustainability is increasingly emphasized. In conclusion, temporary shelter solutions should be viewed as long-term, adaptable, and context-sensitive spatial strategies requiring interdisciplinary approaches. Future research should focus on developing flexible, user-centered, and multi-actor models.
