Kamu Yönetiminde Paradigma Değişimi: Yeni Kamu Yönetişimi

Abstract

Günümüz dünyasında devletler ekonomik, sosyal ve kültürel hayatta baskın rolünü devam ettirmektedir. Devletlerin büyük gücünün sınırlandırılması, toplumun ihtiyaçlarına uygun çözümler üretilmesi ve geleneksel kapalı karar alma mekanizmalarının katılıma açılmasına çalışılmaktadır. Geçmişten günümüze kamu yönetiminin sürekli olarak reforma tabi tutularak modern, hızlı, ihtiyaca yönelik hizmet üretilmesi amacı özellikle 2000’lı yıllardan sonra ortaya çıkan uygulama ve yaklaşımları doğrudan etkilemiştir. Modern dünyada devlet örgütlenmesinden toplumdaki her bir aktöre eşit yaklaşması, adil bir yönetim sistemi kurması, hesap verebilir olması ve farklı grupların çıkarlarını dengeleyici çözümler üretmesi beklenmektedir. Bu açıdan, hayatın içindeki sorun ve çatışmalara uygun cevaplar vererek toplumun beklenti ve isteklerini dikkate almak için sistemleştirilen Yeni Kamu Yönetişimi her alanda etkin bir şekilde kullanılabilecek potansiyele sahiptir. Bu çalışmanın amacı kamu yönetimi alanındaki modern teorilerden olan ve yoğun olarak çok aktörlü yapıları savunan Yeni Kamu Yönetişimi yaklaşımının önermelerinin ve yapısının incelenmesidir.

Paradigm Change in Public Governance: New Public Governance

Abstract

Public administration has historically encountered major breaks and changes in understanding in line with the general world economic conjuncture. Since the establishment of the modern scientific structure, reform efforts in the field of public administration have always been on the agenda. The social and economic conditions that states fell into directly affected the administration. In today's world, states continue their dominant role in economic, social and cultural life. Efforts are being made to limit the great power of states, to produce solutions that suit the needs of society, and to open traditional closed decision-making mechanisms to participation. The aim of constantly reforming public administration from past to present and producing modern, fast, need-oriented services has directly affected the practices and approaches that emerged especially after the 2000s. In the modern world, state organization is expected to treat each actor in society equally, establish a fair management system, be accountable and produce solutions that balance the interests of different groups. In this respect, New Public Governance, which is systematized to take into account the expectations and wishes of the society by providing appropriate answers to the problems and conflicts in life, has the potential to be used effectively in every field. The aim of this study is to examine the propositions and structure of the New Public Governance approach, which is one of the modern theories in the field of public administration and heavily advocates multi-actor structures.
