Kömürden Çıkışta Adil Geçiş: Türkiye İçin Bir Yol Haritası

Abstract

Bu çalışma, Türkiye’nin 2053 net sıfır hedefi bağlamında kömürden çıkışın nasıl tasarlanabileceğini adil geçiş perspektifiyle inceler. Yöntem olarak nitel belge analizi benimsenmiş; 2023–2025 döneminde 7552 sayılı İklim Kanunu ve ikincil düzenleme taslakları, bakanlık politika notları, OECD–ILO–IRENA raporları ile Almanya, Kanada ve Güney Afrika karşılaştırmaları tematik kodlama üzerinden değerlendirilmiştir. Analiz, ulusal emisyon ticaret sistemi (ETS) için oluşturulan hukuki zemin, uygulama takvimi ve yönetişim düzenlemelerini; Türkiye’nin kömür politikaları ve kurumsal kapasitesi ışığında ele alır. Bulgular, kömürden çıkışın hız ve güvenilirliğinin, ikincil mevzuatın zamanında ve öngörülebilir biçimde tamamlanmasına kritik ölçüde bağlı olduğunu; bağlayıcı bir çıkış takviminin yokluğunun ve yaklaşık 3,2 GW’lık yeni kömür boru hattının, yatırım sinyallerini zayıflattığını; kanunun ETS için dayanak sağlamakla birlikte gelirlerin adil geçişe tahsisi, çok düzeyli yerel yönetişim ve İzleme–Raporlama–Doğrulama (Monitoring, Reporting, Verification – MRV) ile açık veri hükümlerinin uygulamada ayrıntılandırılmayı beklediğini; ayrıca Avrupa Birliği’nin Sınırda Karbon Düzenleme Mekanizması (Carbon Border Adjustment Mechanism – CBAM) kaynaklı rekabet baskısının, karbon yoğun üretimin maliyetini artırarak dönüşümün aciliyetini güçlendirdiğini göstermektedir. Çalışma, sektörel olarak ayrıştırılmış bağlayıcı bir kömür çıkış takviminin; ETS gelirlerinin şeffaf bir Adil Geçiş Fonu’na (AGF) yasal tahsisi (ring-fencing); yerel yönetimlere yetki ve kaynak devri ile güçlü bir MRV–açık veri altyapısının eşzamanlı olarak hayata geçirilmesini gerektirir. Sonuç olarak, Türkiye’nin ulusal hedeflerini uluslararası yükümlülüklerle uyumlu kılabilmesi, ETS odaklı düzenleyici çerçevenin sosyal boyutla bütünleştiği; kurumsal olarak tutarlı ve öngörülebilir bir uygulama mimarisine bağlıdır.

A Just Transition Roadmap for Turkey’s Coal Phase-Out

Abstract

This article examines coal phase-out in Türkiye through a just transition lens within the 2053 net-zero goal. We use qualitative document analysis of 2023–2025 materials—including Climate Law No. 7552 and draft secondary legislation, ministerial briefs, OECD–ILO–IRENA reports, and comparative evidence from Germany, Canada, and South Africa—structured through thematic coding. The analysis focuses on the legal basis for a national Emissions Trading System (ETS), its implementation timeline, and governance arrangements vis-à-vis Türkiye’s coal policies and administrative capacity. Findings indicate that the pace and credibility of coal exit depend critically on the timely and predictable completion of secondary legislation; that the absence of a binding timetable, together with a ~3.2 GW new-coal pipeline, weakens investment signals; and that, while the law anchors ETS, operational detail is still required on earmarking ETS revenues for just transition, on multi-level local governance, and on Monitoring, Reporting and Verification (MRV) / open-data provisions. Moreover, pressures from the Carbon Border Adjustment Mechanism (CBAM) increase the cost of carbon-intensive production, further heightening the urgency of transformation. The paper proposes a binding, sector-differentiated exit timetable; earmarking ETS revenues into a transparent Just Transition Fund; devolving authority and resources to local governments; and establishing a robust MRV/open-data system. Overall, aligning domestic objectives with international obligations requires a legally binding and socially embedded implementation framework in which the ETS-anchored regulatory architecture is integrated with just-transition instruments.
