Vilfredo F. Damaso Pareto’s Circulation of Elites Theory and Its Comparison with the Ottoman Meritocracy Conception

Abstract

This article was written to determine the similarities and differences between Vilfredo Pareto's theory of elite circulation and the Ottoman Empire's bureaucratic training approach (meritocracy). The basic question of the study can be formulated as is there a similarity or difference between the Ottoman Empire's understanding of meritocracy and Pareto's theory of elite circulation? This question is also supported by derivative questions. In order to achieve the purpose in question and to solve the question, Vilfredo Pareto's theory of elite circulation will be analyzed and the similarities and differences between the Ottoman Empire's understanding of bureaucratic training (meritocracy) will be determined. The possible conclusion to be obtained from the study is that there are more differences than similarities between Pareto's theory of elite circulation and the understanding of meritocracy derived from Ottoman practices, that there is no priority-replacement relationship (interaction) between them, and that both originate from different dynamics. In other words, the Ottoman understanding of meritocracy remains outside the theoretical approach and is subjective. The main reason for the difference is that while Pareto's theory is based on a more pos-itive and individual-centered analysis, the Ottoman understanding of meritocracy is based on religious and cultural dynamics.
