Adaptation of the “Public Leadership Scale” into Turkish: Validity and Reliability Studies

Abstract

The aim of this research is to adapt the Public
Leadership Scale developed by Tummers and Knies (2015) to Turkish language. The
scale, which measures the areas of public leadership such as accountability,
rule following, political loyalty and network governance was decided to make
adaptation because it is not included in the Turkish literature. As part of the
adaptation process of the scale, first, translation studies were carried out
from English to Turkish and vice versa. Preliminary application form has been
prepared in accordance with the expert opinion by comparing the existing translations
in the literature. The forms were applied to a group of teachers to test their
comprehension and then the actual practice was started. Within the scope of the
validity studies confirmatory factor analysis was conducted on 178 teachers.
The results showed that the Turkish form confirmed the original structure. The
results of the reliability studies, Cronbach Alpha and item total correlation
values, were also within the expected values, indicating that the scale is a
reliable measurement tool. As a result of the validity and reliability
analyzes, it was determined that the scale is a valid and reliable for Turkish
context.

Kamu Liderliği Ölçeği’nin Türkçeye Uyarlanması: Geçerlik ve Güvenirlik Çalışması

Abstract

Bu araştırmanın amacı, Tummers ve Knies (2015)
tarafından geliştirilmiş olan Kamu Liderliği Ölçeği’ni (Public Leadership
Scale) Türkçeye uyarlamaktır. Kamuda çalışan okul müdürlerinin kamu liderliği
özelliklerinden olan hesap verebilirlik, kurallara uyma, politik sadakat ve
iletişim ağı yönetimi gibi alanları ölçen bu ölçeğin Türkçe literatürde
bulunmaması nedeniyle bu uyarlamanın yapılmasına karar verilmiştir. Ölçeğin
uyarlama çalışmaları kapsamında öncelikle, İngilizceden Türkçeye ve tekrar
Türkçeden İngilizceye çeviri çalışmaları yapılmıştır. Daha sonra uzman görüşü
doğrultusunda ön uygulama formu hazırlanmıştır. Çevirisi yapılan ölçek
maddelerinin öğretmenler tarafından anlaşılırlığını test etmek üzere bir grup
öğretmene uygulandıktan sonra asıl uygulamaya geçilmiştir. 178 öğretmene
uygulanan ölçeğin geçerlik çalışmaları kapsamında Doğrulayıcı Faktör Analizi
sonuçları orijinal yapının Türkçe formda da aynı yapıda karşılık bulduğunu
göstermiştir. Güvenirlik çalışmaları kapsamında yapılan Cronbach Alpha ve madde
toplam korelasyon değerlerine ilişkin sonuçlar da beklenen aralıklarda çıkarak
ölçeğin güvenilir bir ölçme aracı olduğunu göstermiştir. Böylece yapılan
geçerlik ve güvenirlik analizleri sonucunda, ölçeğin Türkiye’de Milli Eğitim
Bakanlığı’na bağlı okullarda görevli okul müdürlerinin “Kamu Liderliği” ile
ilgili özelliklerinin belirlenmesinde kullanılabilecek geçerli ve güvenilir bir
araç olduğu tespit edilmiştir.
