Notes on the Future of Globalization Under the Influence of COVID-19

Abstract

Societies have shown resistance and reflexes to overcome the difficult times they have encountered throughout history and have often been successful. The "New Deal" policies that emerged in the USA after the Great Depression in 1929 pioneered the socio-economic models of the century. Similarly, after the Second World War, new norms and institutional structures were built. Post-war states have had to implement socio-economic programs to adapt themselves to the new situation. It has been inevitable that globalization has led to intellectual and institutional changes due to its multiplier effect. Despite serious concerns about the globalization process, it can be seen as a rational approach to consider its contribution to the formation of democratic, transparent, auditable, effective, citizen-oriented, etc. institutions. The COVID-19 Pandemic seems to have given communities the opportunity to remind and review at multiple points. The first of these is that the reality of the epidemic is not a surprise to the human beings of the millennium age, on the contrary, there have been similar experiences in the past. The commitments made by globalization in dealing with the consequences of the pandemic have forced states to act together to overcome the same problems. Global policies and their consequences have started to be discussed more strongly with the pandemic. However, the pandemic alone is not the element that opens globalization to discussion. The main motivation of our work; societies' showing globalization as a common response to their criticism of the problems arising with the pandemic. In this context, our article tries to analyze the globalization debates that have become more visible with the pandemic and the future of the global world in the main context of economic and democratic processes.

COVID-19 Etkisi Altında Küreselleşmenin Geleceği Üzerine Notlar

Abstract

Toplumlar tarih boyunca karşılaştıkları zor dönemleri aşmak için direnç ve refleks göstermiş ve çoğu zaman başarılı olmuştur. 1929-Büyük Buhran sonrasında ABD’de ortaya çıkan “New Deal” politikaları yüzyılın sosyo-ekonomik modellerine öncülük etmiştir. Benzer şekilde İkinci Dünya Savaşı sonrasında yeni normlar ve kurumsal yapılar inşa edilmiştir. Savaş sonrası devletler kendilerini yeni duruma uyarlamaya yönelik sosyo-ekonomik programları uygulamak zorunda kalmışlardır. Küreselleşmenin çarpan etkisi nedeniyle düşünsel ve kurumsal değişikliklere yol açması kaçınılmaz olmuştur. Küreselleşme sürecine ilişkin ciddi endişelere rağmen sürecin demokratik, saydam, denetlenebilir, etkin, vatandaş odaklı vb. kurumların oluşumuna yönelik katkılarını dikkate almak rasyonel bir yaklaşım olarak görülebilir. COVID-19 Pandemisi toplumlara birden fazla noktada hatırlatma ve gözden geçirme imkanı tanımış görünmektedir. Bunlardan birincisi salgın gerçeğinin milenyum çağının insanoğluna bir sürprizi olmadığı tam tersine geçmiş dönemlerde de benzer deneyimlerin bulunduğudur. Pandeminin sonuçlarıyla baş etmek konusunda küreselleşme ile sağlanan bağlılıklar devletleri aynı sorunları aşmak için birlikte hareket etmeye zorlamıştır. Küresel politikalar ve sonuçları pandemi ile daha güçlü şekilde tartışılmaya başlanmıştır. Ancak tek başına pandemi küreselleşmeyi tartışmaya açan unsur değildir. Çalışmamızın temel motivasyonunu; toplumların pandemi ile ortaya çıkan sorunlara yönelik eleştirilerine ortak bir cevap olarak küreselleşmeyi göstermeleri oluşturmaktadır. Bu çerçevede makalemizde pandemi ile daha görünür hale gelen küreselleşme tartışmaları ve küresel dünyanın geleceği ekonomik ve demokratik süreçler ana bağlamında analiz edilmeye çalışılmaktadır.
